House of Organizations Meeting Minutes, 9/5/2006

The following are meeting minutes from the House of Organizations meeting. The House meets every Tuesday at 5:30 PM in Room 318 on the third floor of The Commons. These meetings are open to all students to listen to discussion. If you would like to present an issue, please contact the Speaker of the House, Nayana Davis, in advance so you can be added to the agenda.

A. Election-
Carrie- We will open up positions for the speaker of the house. We will vote. The floor is open. Speaker of the house presides over the meetings, organizing House functions, legislation is submitted. Assistant speaker will step in until the speaker resigns or is absent, is responsible for budget meetings.

V. Reports
A. Executive reports: Jordan- wants to submit a standard format form for SGA.
Carrie will try and send them out first thing in the morning. Decisions by Monday.
Jordan- Erin Hundly needs help moving tables at 8:00 am. Things for next week: taking money out of the general ledger for life size chess set. Looking to make spot next to Bio building as a lifetime place for huge chess set ($6000). Alex already has legislation. SEB: they want to show all the movies outside at least once a week ($12000) for outdoor movies through September.
Carrie- some people would like to circulate through Involvement fest. We need people to set up. We need help 11 through 2. Nayana and FYC had a meeting about first year ambassadors. For FYA they will be going through a training program to decide where they want to be. We should think about what to tell them. Library group has split up the offices. (SGA Library- information about UMBC to outreach to new students. All brochures and pamphlets will be there.)
Phil- This Thursday 6 30 to 9 30will be Student orgs training as well as next Tuesday 12 to 2 30and Wednesday 6 30 to 9 30. We will need volunteers- tables for sign in, help hand out materials, keep order in the room. Come early. There are already 2 or 3 additional allocations we need to also set up the budget process.
Jay- Internal website is up and going. Please sign in in the office. External website stuff is set up. I am setting up an anonomous place where students can tell their reslife stories.
Carrie- some of reslifes rules are not conducive to a community. If you want to build a community you can’t have rules that are that strict. One of the things we are going to start doing is collecting these stories to help change the policy.
Jay- All computers redone and new one’s are set up. Don’t install software. All swipe cards work. A meeting for undergraduate progress report. Kiosk site, the website is mostly there. The UBMC site was defaced. We may persue judicial charges. There will definitely be action if it was a student.
David- CONGRATULATIONS!!!! You are unique, if you don’t do anything, you will be harmful. It is a honorable position. I would like to catch up with those who didn’t go to the retreat.

XI. General Discussion
A. Student Orgs- Discussions about budgets, and what types of events they will have, what types of reimbursements. People who want to plan their own event on the spot, we will inform them what to do. They will know to read event holding manual.
David- 90% of your questions will be asked at this meeting. Be comfortable with this stuff.
Nayana- Is it required president and treasurer to attend these meetings?
Phil- One or the other must be there. They are both required to attend the training. I will send the agenda to the listproc.
B. Budget Score sheets- Ross- is this what we want to give students orgs? This will be something they can look help understand why or why not they got this money. We should decide what we value.
Nayana- Not many people were at the meeting.
David- The score sheet is a guide. It will always be up to the members. If you don’t have some way of keeping track what is a priority, you will be burdened by having to talk about it every time.
Christina- This will be great for finance committee. You will be able to keep track or how much each organization takes and spends.
Nayana- You need to use your personal judgement not just you’re the sheet.
David- This is not a legislation. This is just a guideline.
C. Fall Budget Organization Committees
Nayana- There was a finance committee and a student life committee. Finance committee= budgets, hours and hours of works. I believe we should rotate your responsibility within the committees. Everyone will be familiar with both committees and the workload will be split.
Joy- Couldn’t the meetings be done all at the same time?
Nayana- Meetings will be about an hour long, so if we combined it could be up to 3 hours.
David- Why don’t people be members of both committees and then see what happens?
Nayana- No objections.
Ross- Could everybody have their schedule together for a meeting time?
D. Budget Hearings for Fall- 3rd week of October.
Ross- If there are only 6 people in the body, then that will kill us all.
Nayana- It will depend on how much commitment you are willing to make. It will be a lot a work.
Jordan- There are a lot of student organizations. People are going to be unorganized.
Christina- When will we get the first year ambassadors?
Carrie- You were talking 5 weeks, more likely 6. The FYA were kind of forced into a position. They all did really well. But now they will do a 4 week training program. And for an hour every week, they will figure out how to represent first year students. We want to give them a chance to bow out if they don’t like it.
Nayana- They may think they want to be here but then they change their minds.
Carrie- We have an obligation to each other, we have an obligation to students and to new students to develop into student leaders.
David- Is there some other way, we can bring other people from the SGA to the original recommendation process.
Ross- The new members send something to the house, but new members don’t really have a say on what gets sent to the house.
Nayana- We could make finance committee meetings open to new members.
David- How can you set it up so House members time isn’t so devouted to the decisions? The budget committees will ultimately be left up to the older members.
Christina- When we did finance hearings, everybody did it, but deliberations were the budget committee.
Ross- It is the responsibility of senators and representatives. I want to see an active house that is going to be part of organizations. I want to see a finance committee who wants to sit down with organizations.
Carrie- The houses main job is not money. It is student organizations. But that is the way most student organizations have been served. It might be beneficial to spread around the tedious type tasks but there are not enough members. Sometimes the financial processes takes away other assistances the orgs needs. There are physical limits.
Nayana- Attend FYC meetings as often as you can. The ambassador candidates are right there. You will meet them and get to now them.
David- 2 committees have been formed and been assigned. No decision on budgeting. That question is still on the table.
Nayana- Budget hearings need to be put off. Academics need to come first.
David- This year, budgets for 12 months will be done. Pay now or pay later.
Phil- I understand putting off budget hearings but I want you to consider in the budget committee, to present members to the hearings.
Nayana- I can talk to Senate.
Carrie- The executive meeting time Wednesday 7 15.
David- Last year budgeted up to the first 2 months. Doesn’t force organizations to do a lot of planning.
Christina- We did the first few months, then we asked for additional allocations. Most of the time organizations don’t use all of their money. We want organizations to use their money. They can’t use left over money next year.

Carrie- Please attend involvement fest. Wear SGA tee shirt.
Study group program- Organizing study groups for freshmen classes. Sign up on line. The study space at University center. Groups of 3. Blackboard site up.

Cabinet Reports
A. Vice President Carrie Mann
-Chess board, the order is in. Permanent structure next to the academic building.
UC study place- How to staff study place? 13 computers have been donated. Graduate student body is wanting to co sponsor it.
- Student fee form 12-1: Bring as many people as you can. Best fee changes in a long time. We made a huge point last year. I’ll be presenting. For each fee, we will have 2-3 minutes to speak and we will follow with questions. We saved $140,000 on athletics. We aren’t asking for an increase in fee this year but next year.
B. Treasurer- Training is over. Finance committee $55000 of SGA funds went unspent, mostly from allocations that were unspent. FC can be a little more generous, don’t cut corners so the money gets spent in the right way.
C. Other cabinet reports- Gabe
- Study groups have been split up and they have been emailed. 48 students have joined. Another round of advertising after first exams.

IV. New Business
A. JL 03 - 0607- SEB Septmeber Outdoor Movie Series Budget Proposal
- Nayana- we had passed this piece of legislation but Senate made an amendment but the detailed budget had been cut out. The rainy day money will be transferred to watch Superman.
- Jordan- When we calculated, it is a good idea to spend money on SEB. Each movie cost about $1500-$2000. I think it is worth it because it encourages students to be involved.
-Jordan- Superman Returns wasn’t suppose to be outside but someone emailed me. This kid emailed me and wanted to see it outside. He got a petition together. But we don’t know if we can pay for that extra movie outside. The legislation has been changed so Superman is aired outside.

B. HL04 – 0607- Amendment to the Amendment to the Budget Hearings Policy
-Nayana- An email was sent it to have a personal meeting. People had concerns about how much time would be spent on budget hearing. Amendment: At least 2 members of SGA must be present at budget hearings. If we can house finance committee members at all the meetings, but other SGA members will be there
-!- Will the others have training for the meetings?
-VOTE For 2 Opposed 1 Abstaining 2 FAILS
-Jordan- so how will we make it work? That are present at just this meeting.
-Nayana- 2.5 groups of us will have to be present at the meeting. Sorry, one of you have to be there.
-David- It is hard to get people in the chair for student orgs. Sometimes people promise more than they deliver. We have to do more of a disservice to student orgs.
-Joy- can budget hearings go on during the weekend?
-Ross- they are usually during the week but we could.
- Nayana- Do you guys want to?
-PEOPLE: Yea
-Phil- you have to make sure that we do this quickly
-Jordan- we need to make sure it happens. I don’t think it will happen.
-David- How many orgs went through this process?
-Ross- less than 100. We would see more than 100 less than 200 in October.
- David- These are 20 minute hearings. 40 hours of work have to get done.
-Nayana- We good? Well we’ll have to be.
-David- Reserve time blocks and sign up.
-Joy- can we try and get a lot over the weekend.
C. HL05 – 0607- Additional Allocation for TSA Karaoke Night
-Nayana- they want food for $50. Snacks. Vote?

-Nayana- They are going to a conference and need $540.
-Jordan- last year I used one veto for SME. How many people are going? 8. Are they taking care of most stuff?
-Nayana- They are paying for most of it.

E. HL07 - 0607- Additional Allocation for Society of Physics Students
-Nayana- they want to make liquid nitrogen ice cream.
-Ross- they are giving demonstration on how to make liquid nitrogen ice cream. $150

F. HL08- 0607 – Additional Allocation for Black and Gold Ball
-Ross- Very successful last year. They are doing a lot of outside fund raising. $10 to attend. We cut down $50 for decorations.
-Joy- I liked the event.

G. HL09 – 0607 – Additional Allocation for Association for India’s Development
-Nayana- we are funding security and the commons charges. They are paying for most of them on their own.
-David- Is this an undergraduate student association? I don’t think they are.
-Ross- They are funded.
-David-SGA has a policy about funds for undergraduates. Graduate students organizations and undergraduate organizations have events a couple weeks apart.
-Nayana- They are using the funds to help their organizations do charitable things.
-Ross- HSU does put on this event. They did mention off campus advertising. They asked for a lot less money. This group is paying $1000 on their own.

-Ross- they are a graduate student organization. They need to contact somebody else.
-David- It is the first time they have come here.

David- Today was the 40th anniversary. Jay helped condense information for Student Orgs. We’ll see if that helps.
-Study Place at the University center. We know how to set up the security system and what to do. The provost office will most likely help with a huge chunk and SGA will do the rest. Staffing will be the biggest problem. Student life is talking about. It’s almost ready to go.
C. Officer Reports

XI. General Discussion
A. Committees
-Nayana- Student Life and Finance Thursdays at 5:30.
-Ross- We could pass all constitutions out right now and between now and Thursday, all we would have to do is read them, rather than getting them read.
-Nayana- We don’t have them here.
-David- How much do you know about how a student org gets recognized?
-Alex- Refresh?
-David- As a student org, you have the right to use certain amenities at UMBC. There is a code of conduct they must follow. They must follow the guidelines. SGA takes responsibility for enforcing those rules. The decisions about whether an org is recognized is passed on to Patty. SGA must give her a thumbs up or thumbs down. SGA’s roll is to evaluate whether the organization has met the responsibilities: identify officers, 75% undergrad, constitution. Is additional judgment needed to be made? Will it have a positive effect on the campus or on students? If you are worried about drain of resources, we can pass something putting a restraint on availability on space, we can deny an orgs based on that. We have to give an equal opportunity to everyone.
-Nayana- You can suggest for similar groups to see if they can work something out together. But you can’t say that they are the same.
-David- For the first time, we didn’t recognize an organization based on how similar they were to another organization. We can’t make that judgment. It is open to you to make or not make a recommendation on the grounds you choose. Do you want to do something that OSL is going to counter?
B. House Policies
-Nayana- Attendance is a major issue. We are low in numbers, if we keep not showing up there will be no house. Please follow through with that.
-Jordan- I want to commend all of you that are here. Each of you are being stipend and those who are not here are being stipend as well. If you want to let that happen, you can do that. It is my decision whether I go to the retriever. Ross is so dedicated!!!
-Nayana- 5 strike policy. 3 unexcused absences, 2 for not honoring commitments.
-Ross- how do we feel about in house elections. How do we feel about reaching out to all organizations and offering them to be involved in SGA? David is against it. I think it will save us in the long run. Like the guy who made the petition for Superman. If we want to do that, we should do it soon.
-Nayana- we will have first year ambassadors and I want them to remain first year ambassadors.
- Ross- It worked really badly for Nayana?
-David- The questions is how do you get legitimacy. It is more urgent to get people than making it difficult to get into the house. You looked weak. You are saying to people?
Me- We don’t have the luxury of getting good people.
-Ross- I feel confident that we could get good people. We could rock the house even if we don’t get new people. It is one of those things where I want lots of people to come in here and sit down and be dedicated.
-Nayana- we don’t to seem desperate. We will make a sincere effort to work with the 5 members. You will be proud of it because you will be held to the higher standards. Keep it up.
-David- We need to choose really well. We need people who are going to connect with student orgs and work hard.
- Ross- we haven’t decided to
-Joy- The people that ran in the spring, can we get them in?
-Nayana- We can contact them. Why do we want people to be in the senate not the house?
-Ozel- It’s the Senate.
-Nayana- Is there anyway we can make the house more appealing?
-Gabe- Is there a position for general representative?
-Nayana- How would you feel doing away with seat names?
-Steve- You could change the representation. Instead of having 2 reps just having 1 rep.
Ross- I like having the seats, but there hasn’t always been people in those seats. I liked having the at large seats. I wasn’t really attached at specific groups organizations. That would get even more people involved, like a Senators seat in the House.
-Joy- In general, to advertise, we should say House of Reps. And we could go to organizations and encourage them to join.
-David- What would bring people are in?
-Nayana- I don’t think people are aware what the house members do.
-Ozel- Maybe if we had an open discussion to the general public. And we could actually explain to them what we do. So people understand.
-David- You are the 6th House of Organizations, it might be worth talking through why the house was created. There are things the house could do but has never done it. The house has never been full. If you could start doing the work that improves student orgs on campus.
-Nayana- I have been hearing there has never been a successful house. It is important that we need to rise up to that challenge. At least this year we can get on the path to success.
-Ross- I disagree. I wouldn’t say it failed. We do what we need to do. We could push it to that next level.
-Alex- If i know someone that is interested, how can I get them involved?
-Jordan- Ross and Nayana need to advertise to the public before applications need to be accepted?
-David- We need to find what people need on campus.

Joy- Talent Show October 20, sign up October 6. Groups and Individuals.10 pm. Fireworks at 9pm. We want a lot of different things.
Jordan- Wednesday NightYou, Me and Dupree outside.
Nayana- Sign up for communiversity. Get your reports into Kristina Gady by Friday.
David- Student Fee Forum?? When you get information about fees. The student activities fees has stayed the same. We could have it for the following year. If you want to put a fee increase for student activities, we need to make students aware of it.

Phil- 5 House members at Reports. First set of legislatioins went through. Big one for Model UN. Today, 2 interviews for candidates for accounting clerk in business services.
Carrie- Athletic department wants to bring in speaker for domestic violence. They want people to help for the event. SGA cannot directly fund the events but Student Orgs can help. Will house members help contact organization leaders to get involvement? Looking for around $1500. So 5 or 6 student orgs.

-Phil- between AEP, ASA open pumkin carving at the commons terrace, in the Middle of October.

-Ariane- Dinner to give back to our people in Africa, speaker, food, performers and hopefully they will make donantions. This year dressed formally and try to make it free.

-Nayana- Freedom Alliance renting the game room and serving pizza.

-Nayana- Freedom Alliance- 3 huge boxes of food for $150 and providing dinner for 100 people. There will be pie.

Nayana- They originally asked for double the amount.
Ozel- What is concert sound?
Ross- the normal sound that you would get, pretty basic for the ballroom. They have a lot of money in their carry over. They are charging $10 a ticket and they would make $6000 for us paying for the event. We want to support it but we don’t want to pay for it using student fees if students have to pay.

F. HL 15-0607- Recognition of Student Organizations
-Nayana- I am friendly amending it.
-Ross- Retired Gymnastist association.
- Ben- Why not funded?
-Ross- they are not funded by SGA they are funded by athletics. The student activity fee is not large enough to fund all the sports club. They are looking to have practice times. MD votes are off the list, Darfur- Funded Political Social Activation, CCI-Politically funded, Fishing- non-funded special interest group- promoting the interest of those who enjoy fishing, Korean Campus Ministry- Spiritual Religious,
Ross- There is one KCM does their service in Korean, one is a bible study, one is done in English.
Carrie- The fundamental issue, Hoffman did legal research and you must recognize them all or none. There are serious implications!
Ross- This year has been active in the past. If there is an organization that I really have a problem with, like the KKK, I won’t vote for them.
Ross- Billiards Club- Sports Club- their purpose is to encourage tournament participation. Musical Theatre Club- Funded Special Interest Public Health Alliance- Funded, Virgin Pride- Special Interest
Ozel- for a new sports club, they would have to wait for money.
Ross- They could raise money through fundraising.

A. In House Elections
Nayana- If we want to do this, we have to make plans for today,
Ross- I would like to do them. Anybody else want to do them? Yes, okay we need to inform the entire student body.
Ben- How many and what seats are open?
Ross- We should figure that out.
Carrie- We have four for the year. You may want to be mindful, if you elect first year ambassadors then you will lose 2 body member. 1st year members will be here in 3 weeks. If you lose members then you can’t hold another election.
Nayana- Can we amend the Constitution?
Carrie- You can do it for future house.
Nayana- When do you want to do this?
Ross- I want to see something in the Retreiver, and word of mouth.
Nayana- Flyers or pool of organizations.
Alex- We should ask specific organizations.
Carrie- We don’t have specific seats that need to be filled, it is open. Personal recruiting is the best. You may need to make a new application.
Nayana- We are going to do this 3 weeks from now. We will look in organizations. How do we do interviews?
Carrie- You can do like the speaker elections? We used a score sheet, for interviews, essays, etc. Anyway is fine, just make sure there si an application and an interview.
Phil- Think about when you want to do this, that is also about the same time as budget hearings.
Nayana- What do you think?
Phil- I think you should push budgeting back so more people are there for the hearings.
Nayana- how far back do you want to push the budget hearings?
Joy- I think it is set for the week of homecoming.
Nayana- How about 2 weeks after in house? October 17 for in House Elections.
Ross- Contact all organizations this week. i will send an email to the listproc. I have one from several years ago. Reach out to as many people as you can. Say we want active people.
Alex- They don’t have to run for a specific house.
Ross- We need to figure out what kind of process we are going to make them go through.
Nayana- So we have to plan an application.
Ross- We should have them here a meeting before, it will be a requirement.
Joy- The day we vote, they will speak to us.
Nayana- October 30 for budget hearings.
Carrie- October 30 is you guys wanted to have a joint meeting to avoid conflict for Halloween.
Nayana- I talked to Senate and they thought about meeting for a free hour.
Ross- That week would be a good week to have an informal meeting.
Nayana- The casual meetings would be nice without the gavel. I don’t remember a date being set.

B. Other Discussions
1. Budget Hearings
Nayana- are we going into the weekends?
Ross- I made an open schedule, I will leave it in the SGA offices and fill your names in where you are available.
2. Failing and Suceeding
Ross- We have never been extremely successful. We have so much potential. What if we created something to bring together organizations? What does your organization need that isn’t money or to be recognized?
Ariane- This bus trip was fun. Relaxing, mixing mingle event. They like having field trips, where people interact with each other. Game room.
Ross- What could we do to help your organization grow?
Ariane- Sometime it is hard to approach other groups we don’t know.
Liz- Isn’t there an organization to bring groups together?
Joy- even though UMBC is diverse, it is still segregated. Could board make the event?
Ariane- lets say every month the presidents of the clubs mingle and create a large event.
Ozel- There was a leadershape alliance. One of my Frat brothers, there are a lot of organization representatives come together. We should promote a lot of people.
Ben- IT WAS GREAT!
Carrie- There is a maximum capacity for leadershape. We foot most of the bill. We fund about $15000. Hopefully we can develop on campus leadership training. It won’t happen this year, but maybe next year, to achieve the same goal.
Steve- Readship program- Dr. USA todays Baltimore Sun, etc, they would like us to fund most of it next semester. He came to the Senate 2 weeks ago. i need someone from the House to work with a member of the Senate, Danielle.
Alex- I guess I will volunteer.
Ross- You know how we get the library media center. They can’t spend their money until we decide what DVDs to buy.
Steve- We set up committees to make a list. Terrence is in charge of it.
Ozel- I never new you could rent DVDs from the library. Is there a promotion?
Ross- They have all these display cases.
Ben- $1 a day if they are late, SGA recommended.
Ozel- why don’t we hand out a survey to the students? Compile the list. See whats similar?
Carrie- Is someone volunteering to do that?
Ben- Can’t they go to the committee?
Yes
Ross- People who are interested should be involved.
Carrie- Women should go.
Ross- I am a guy but I agree with you Carrie.

Ross- How do we sign up?

Joy- Homecoming talent show, get people to sign up.
Carrie- Is anyone willing to help look for organizations helping fund the Sexual abuse thing by the Athletic department. It would be a few days of activities.

House of Organizations Meeting Minutes, 10/4/2006

The following are meeting minutes from the House of Organizations meeting. The House meets every Tuesday at 5:30 PM in Room 318 on the third floor of The Commons. These meetings are open to all students to listen to discussion. A. Jordan- Funding for study place. November 1, during free hour it will be open indefinitely.
B. Carrie- Study space. Thank Steve and Andy for organizing stuff. Dr. Skolov is fac. advisor for Study group. House and the Senate Poli 369- We have been studying electorial systems. We talked about how SGA members. The class would like to take different elections and would like to come in and give a presentation on alternative methods for election. They would present about 3 or 4 different methods. They will also have to look up computer programs to count votes. They would present for about an hour. I want to make sure that you are interested in it. Are you interested in listening to it?
Ozel- I am for it to interact with the community. It will show our support for the students. There si no harm done is seeing alternative methods.
Alex- Downside?
Carrie- We can change the way we elect the cabinet elections. If that is alright with it.
Ross- It will be interested to get people outside of SGA to give ideas.
Carrie- They have to make it easy to understand. It is just hearing different options.
C. Phil- New student orgs were recognized, there training is next Tuesday 6:30. It will most likely be in student orgs place. Business services center wanted another total for food items. There is a max for food. Only two additional allocations for Thursday.
D. Jay- has nothing to say.
David- Communiversity- there is a risk that students are going to get drown out. It will be helpful for the SGA members to talk about it. You Me and Dupree. Thursday- Bonfire. Friday- Talent Show 10:00. Saturday- Communiversity event- carnival games, free game room. Volunteers will be need, about 40. students orgs wanted to help with the games.
Jordan- We have tee shirts for those participating and you also get a UMBC homecoming shirt.
David- How do we create a buzz. How can we get people motivated to partcipate? How do we recruit student orgs to take on one of the carnival games? Maybe give them an incentive of about $200. It would be open to everyone.
Ross- How would we create a legislation?
David- I heard that we could put it into the budget. I hoping we can take 2000 dollars out of the $20000. Brittany created the correct number of slots, and we need everyone to partcipate.
Ross- Any ideas how to get orgs involved?
Phil- I think that the money incentive is plenty. Talk to people.
David- And that is why we volunteered.

A. HL 16-0607- Additional Allocation for Party Like a Greek
Nayana- They want the gameroom, food and drinks.
Jordan- It says the gameroom costs $550.
Ross- It should be $15 an hour, so it is a total of $75.

Nayana- Transportation and hotels, and the lottery. They asked for $5600 and it went down to 2910.

Ross- They are having a tournament. They invited people from other schools. The fee is for their chapter to partcipate in tournaments. The membership is a requirement to partcipate in the tournaments. They are charging $5 for the events because they don’t have any money.
Ozel- Why can’t the students pay for the membership?
Phil- The $10 membership will be for the whole year.
Ozel- These people will be able to participate in the event.

Ross- They are a special interest. They are going to see horses.
David- They get no exercise.
Ross- Some of them own horses. I’m a member but i don’w have horses

Nayana- Christian group want to show The Princess Bride. We don’t think that they show the movie outside in October.
David- Club relationship to movie?
Nayana- None
Ozel- Purpose of the event?
Nayana- To bring students together from UMBC.
Jordan- Advertising?
Nayana- It is under misc. expenses

G. JL 04 – 0607- General ledger Allocation for Dell Colour laser Printer 311cn
Jay- To purchase new laser printer for the office. It is 6 or 8 years old. It has been great but right now it has a fuser problem.
Phil- It only jams on tray 3.
Jay- This printer is less than $800. It is networked. It is colour, it is usually $1500. But we have a deep discount.
Phil- It says 3 yr next day response. Full extent of warranty? Can we make it longer?
Jay- There was either 6 yr limited warranty: if it wears out due to anything due to age. But 3 yr warranty and we could beat it with a baseball bat and get a new one. The copier can print but Xerox is unreliable. So if the copier breaks, we will be out of business.
Carrie- Why do we need to be large?
Jay- They aren’t sold any smaller. it would not be networked and we won’t have colour. And they tray would be filled once or twice a day.
Carrie- Are there ways that the colorness fo this printer is not being abused?
Jay- Colour can be turned off with an approval code. And those with the code can always be reached.
David- Was there a way to take it out of the general ledger?
Jay- It would have taken about 4 months, if I read it right.
David- I think our first step always has to be to look for the money that is coming in.
Nayana- Why is $800, and $748?
Jay- I couldn’t get a straight answer whether they charge for shipping.
Ross- What did senate say?
Jay- I was in Arlington. Next Monday I will be going to the Senate meeting to answer questions.
Joy- IS the printer not working?
Jay- The fuser is not working. $200 repair. And tray 3 will jam. We will have a sizeable upgrade.
Joy- do we have to get it now?
Jay- it is better for the what if scenario. But what if the copier/printer breaks down.
Nayana- What about the Xerox machine?
Jay- If we don’t have a copier or printer, we can’t do work.
Phil- What would it take to change a line item in the budget?
David- It would be a reallocation. So the money would go to some other purpose. We have $1200 for that budget.
Phil- What will happen to the printer right now?
Jay- I would say it was broken, it might go to the basement in the commons.
David- Students on the second floor who have access on the 2nd floor will be seen printing out homework. I think the concern was, are students using the office as their personal homework space?
Jay- Even though students may be printing a little bit of homework, I have a problem with it. I don’t have a problem with people using it to use for things related directly to SGA.

H. JL 04 - 0607 Funding for the Study Place at UMBC
Nayana- Friendly amend- be it resolved, include that it is from the general ledger.
Jordan- The study space is going to cost $16,000-$17000. We could have funded the whole thing. We got $6000 from the president’s council. OSL has promoted the space. We have requested $8000. Security- card swipe. Students will have access to the study space for meetings. Most of the cost will be one time costs. Tables, maintenance. We may have to pay $1000-2000 a year. Off campus student services have donanted people for 9- 4 30. Computers have been donated. We have gotten a lot of money from other places. It is a partnership for the entire university.
Ozel- What do you want to add to the space after awhile?
Jordan- We can move the study groups there. We have the math TAs wanting to do work there. Long term- we want to create an alternative space to the Atrium that si open 24 hours. A study place that is going to meet
Joy- Where is it going to be?
Jordan- The bottom floor in the university center. The space has not been used in 4 years. We want to create a space where students are going to learn and like it, they won’t take it away from us.
David- The cost is going to be more to $19.000 for security to keep equipment. The comment about Imperialism- We don’t know how long that space is going to be used for that purpose. This may be a worthwhile investment, it’s not the same as creating a space that will be controlled forever. The money to renevate it, the university doesn’t have the money.
Ross- It would be nice to see a breakdown of this.
David- Security cameras $5015. Swipe 3660. Break in protection system $1985. marketing $2900. $2100 for mobile white boards. $750 for wiring.
Ozel- Are there going to be printers and scanners available?
Jordan- At this point no, but there will be computers. Right now it is just going to be a study space.
David- Freedman has used the study space as an example of the way that the student body is excellent. The president is saying look what SGA has done.
Nayana- At yesterday’s senate meeting, it seemed like it wasn’t specific what our $8000 is going for.
David- That is doing it without all of the extras, that is just to open the doors.
Nayana- Our $8000 is pretty genereal now.

A. In House Elections- October 17. I found last years in house application. I am thinking about keeping it for the most part the same. We might put in the categories or change up the questions.
Ross- I would like to see a question added about time commitment.
Joy- I like the idea of seeing how much they are willing to commit.
Nayana- This is a FYA-Archama. bio chem. major. I am interested because I was in SGA in high school. Any other changes aside from the time commitments.
Ozel- We could ask for their schedule.
Nayana- Find people from your organizations and find good people. And budget hearings will be two weeks later.
Gabe- character traits that describe yourself.

Jordan-SGA elections are only a few months away. Think if you want to run in the spring. Hopefully all of you realize the impact you are making. I hope you encourage your friends to come out and apply for SGA.

Concert in Lecture hall 2, originally $900? I think.
Alex- it was going to be in the UC ballroom.
Nayana- The decorations we to decorate the drab lecture hall 2. But remember to consider other organizations.
Joy- What type of decorations?
Alex- Halloween decorations. They are good so I don’t have a problem with the amount.
Nayana- but remember to make same considerations for other organizations.
Ross- We can fund or not fund decorations at anytime.
Phil- I think we should reduce it, and we can use it at as a guideline for other organizations.
Ross- We cut decorations for other event of the same size by $50. I’m fine with the decorations.
Joy- I know we cut another orgs decorations.

V. General Discussion
A. First Year Ambassadors- Jen first year ambassador.There will be another general interest meeting headed by Nayana and Steve. We will do interviews, we want people to help with interviews they should come to us by the first week of November. An application has been written for it. They are required to be members of FYC. Free hour on Friday is general interest meeting. All House members are interested in coming.
B. In House Elections- Ross wrote an applications and sent it out to student orgs list proc. Applications at OSL.
Ross- People who are interested have to come one meeting.
Nayana- I don’t know any people who have handed in an application.
C. Organization Hearings
Nayana- Ross printed out schedule, door in SGA office. I sent an email to SGA listproc to make sure they sign up for it. It is on the cabinet in the office. You need to go sign up for it, 3 hours a day. I think it is feasible for all of us to do it. SGA should sign up for it.
Joy- Are there weekends?
Ross- We can put that up if we need to. Try to see how many spots you can put your name in, only definite spots.
Alex- Weekends not up yet?
Nayana- We are going to see if we can fill the week up first. David mentioned not doing the budget hearing this year, and do additional allocations all years.
Alex- Upside/downside?
Nayana- There will be a lot more legislation asking for a lot more money and we promised a lot of organizations budget hearings
Joy- Additional Allocations and budget hearings, what is the difference?
Nayana- Budget hearings is planning money for an organization for the entire year.
Ross- It helps the organizations plan for the entire year. We will give them money to fund it. If money isn’t given to something, then they can submit an additional allocation. Or if something comes up, then they can get additional allocation for it.
Joy- have we ever done that throughout the year?
Ross- We did additional allocation for ever month. It was a lot of work every week, some of the finance committee meetings would go to 8.
Phil- This is the first week under 5. You are committing all the time within two weeks, and it will probably be less than 5 every week.
Ross- A lot of groups are waiting for the hearings to request large funds.
Nayana- Our house meetings tended to run to 8:00 and they would run for several hours and that is due to not many funds being asked of us. Are you guys wanting to do a whole lot of work in a small amount of time or vice versa?
Ozele- Get everything out of the way at one time?

Nayana- David thought maybe not doing the budget hearings this semester. His main concern is we are committing to something we can’t follow through with it. We had deliberations Sunday afternoon.
Phil- After the meeting, the representatives need to sign up for first member spots and if that spot is already taken, then fill in the second spot.
Nayana- Questions? Scheduled for October 30- November 1.
Alex- what time does it start?
Ross- It starts at 9.
Joy- Do orgs pick times?
Nayana- they pick times.
D. Others- Student life and finance committee meetings- COME we need as many people as possible. It counts as half an absence.

Ross- communiversity day: Britany has been sending emails to students orgs it has been pushed to tonight as the deadline. She needs people to sign up for communiversiyt to happen.
Alex- If an org signs up for 2 spots, can we get twice as much money.

Nayana- Yesterday, Senate recognized the last Friday in October and November as SGA days.
Ross- I would like to change And where as several organizations has requested.
It will be a big event. We are trying to get 200 volunteers. All of the fraternities, there are a lot of groups. SGA just has their name on it.
Ross- Where is this?
- The commons terrace or the academic walkway. The trash monster is a urban sculpture which is an environmental education.
Joy- Is the building of it, the same day as the collecting?
- It will be an ongoing process

Nayana- The speaker almost won the Nobel prize 3 times. When this group came to us, the $250 was originally transportation but it went for Honorarium.
Ross- She collects experiences from war-faring areas.
Nayana- They may need money for security.
Ross- They are also getting financial support from something on campus. She will be in a lecture hall.

Nayana- They are asking for baking ingredidents.
Ross- This is two events. The bake sale is advertising for the event.

Nayana- The 7th floor of the library is where the bake sale is.

K. HL35-0607- Recommendation for Recognition of Student Organizations
Nayana- We looked at the constitution for the organizations, they wish to be funded. Student life committee was okay with them. We need to make a recommendation for recognition.
Ozele- What does the craft club do?
Ross- Craft club gets together to make crafts and criticizing music.
Ozele- Esporanto club?
Ross- Made up language, 200 people speak it as their first language.

V. Reports
Gabe- College bowl, 4 people per team, jeopardy type thing. This year we want ten teams to participate. October 28 will be he competition. Two rooms on 3rd floor. If they beat the college bowl team then they will go on to nationals.

XI. General Discussion
A. In- House elections- Turn in applications by Friday to David Hoffman. We are getting them next week.
Stan- Are the rules still in effect, like you have to be in UMBC for 1 semester?
Ross- I know they used to have fall elections. I don’t know where that rule is stated. I think that is a dumb rule.
B. Organizational hearings-
Nayana- most of the slots are filled up with budget hearings. We need house members to sign up. I spoke with an event advisor, we are getting a room hear in the commons. We may need to use the Greek Life office. SGA office gets a lot more use. This room won’t work because the event advisor said no.
-You can look online and see where it will be open.
Nayana- we want it for our own members so we can be consistent. I am open to suggestions. For now, the hearings will include September and October of the next fiscal year. We also have to plan a way to train SGA members how to do budget hearings.
Ross- we could create a short film that is us mocking a budget hearing.
Nayana- When would you like to do that?
Ross- Next Thursday, I’ll write a script by Thursday.
GOOD IDEA!!!
C. Review SOP- We have a problem with an organization that was recognized as a special interest group. They are acting as a Greek organization. Multicultural Women. It is a violation of our policies. We have a student organizational policy, we need to make a decision at Thursday.
-Some organizations are represented as special interest, they can wear Greek letters, etc. but they operate like they were Greek.
OSL- they were never recognized as Greek. you can’t stop an organizations from wearing Greek letters.
- In terms of legislation, how did this get passed?
Ross- these organizations are in violations of their constitutions as presented to us.
Gabe- One of the biggest problems was how the advertised, they advertised themselves as a sorority. There is a waiting list and a numbers of those who haven’t even applied.
D. House Project Ideas
Nayana- I asked house members to think of ideas for projects that we could do to help student orgs.
Ross- Space has always been a big issue for me. Last year we tried to create a catalogue of space by creating a database.
Ozele- Find a way to show more active Greek life, to show numerous fraternities and sororities to show this. Put something on display to advertise and raise awareness.
Joy- Courts. The gym is closed so we want to put basketball courts in other places and use fields for club sports.
Alex- Tennis club is not getting funding. How athletics can get a forum or something to get a direct answer from the Athletic director.
Nayana- People always come asking for security, we get the people from the Safe committee.
Ross- We could fight to get those fees down. Only half of the money goes to the student marshal. I don’t know how you would affect that fee. I was talking about space, like the fine arts amphitheater. I know the Senate last night was talking about moving the bookstore to another building. But it would be cool if we could put where the retriever or the radio in that space.
Nayana- I think doing the safe committee is a priority and we should have some knowledge about it.
Ross- When do they meet?
Ariane- 2:00 on Mondays.
Nayana- We can only pick one.
Ross- lets not pick space.
Ozele- if we did a basketball, it would be outdoors
Steve- If you are really interested in more athletic spaces, we are trying to get an extra fee as recreational enterprises. It wouldn’t be able to use for varsity sports, talk to Steve or Jordan.
Nayana- so that takes out Courts. Let’s not do space. Let’s start off small.
Ross- what would be a good way to show off Greek community.
Ozele- If we had something big in the commons, maybe a mural or collage.
Joy- It sounds like something that would be good for all the Greek life to get together for that projects.
Danielle- SGA already funded money for wooden Greek letters.
- We should put the mural in the Academic walkway.
Ross- we shouldn’t do it for Greek life, we should do it to get people involved.
Colus- All they know is that Greek life doesn’t get funding for a lot of events.
Danielle- in SIC we started doing a spotlight on student organizations. We could make a month for Greek life and a month for academic departmental.
Ross- I really like that idea.
Joy- I think we should do that as a project.
Ozele- I am taking that idea.
Nayana- how athletics spend money? Doesn’t that go with what Steve is doing.
Alex- I am still trying to figure out how they are spending money. Like why do the courts lights go off at different times. I want to audit athletics and see what is going on.
Ross- lets all create an objective to get done in the next week.
Nayana- I think we should all have a topic to work on. And from there we have an objective.
All representatives are for moving forward with the spotlighting thing.
Nayana- I will discuss Safe on Thursday. Come up with spotlight objectives for next meeting.

A. Share Objectives for “Spotlight on Organizations”
Nayana- I asked you to come up with objectives
Ozell- An event that came out of the blue, other schools have an organizational Olympics. The organizations compete in games, community service, etc. Each event during the week would promote a certain quality. And at the end of the week, a light is shone on that organization.
Alex- would they get money?
Ozell- it’s up to the SGA. a trophy and a little money.
Danielle- I know OSL recognizes certain orgs as great and we can have different groups from different categories as group of the year. If they each took a month, or two weeks to spotlight each organization. IE academic departmental, the rep would make public recognition, or academic corridor. Or just an informal meet and greet during free hour, cause that is free space.
Nayana- So cultural rep gets together group leaders?
Joy- for people to join orgs or to gain publicity?
Danielle- Both.
David- If sga recognized and published orgs that does something that contributes to the campus, then we could give them some sort of incentive.
Ross- Academic row, you know the things that look like this (DIAGRAM), if we could get one of those things or banner to post orgs information when they are being spotlighted.
Joy- Culture/Ethinic Groups- maybe there could be performances in the commons during free hour.
David- When you walk in student orgs, all you see in old stuff, you should put posters in the student orgs area that spotlight the orgs
Nayana- how do we get organizations to get new people?
Danielle- make a spectacle fo organization in the commons.
Liz- how is the different than involvement fest?
Nayana- it’s focused on a group
Ozell- they are on display.
Joy- It could just be like involvement fest, it would be good if we have cultural groups, but what are the groups like academics going to do to attract them.
Danielle- the chair of the group will have to do that. We would have to the groups about. Have space available to have a poster?
Nayana- maybe we can’t think of those ideas. Those groups will have to.
Joy- Academic week- a mock trial on the screen.
Nayana- what can we do for the next meeting?
Ozell- ask organizations to send videos to put together in commercials and stuff.
Nayana- do we still have the listprocs of the departmental groups?
Joy- We don’t just one group spotlighted, if we split up within ourselves to contact different departmental groups. Is it going to be by week?
WEEK IS GOOD. Maybe every other week.
David- during the budget hearing, that would be a good time to ask something of them. But if you created a piece of paper to tell them what this is about, that would be a good way to get information to go out.
Danielle- we want them to show that SGA is recognizing the organizations and show what they are doing.
Joy- We want to see what SGA is doing, we should advertise to students as well, the ones who aren’t involved. We need to make them see what they can do to get involved.
Danielle- It is really easy to advertise on campus. There are ways to reach people, that involvement fest doesn’t do. I think the publicity will make it more than the fest and spotlight an organization.
Ross- People who say nothing ever happens here, no matter how many flyers you put out, we have to make things happen here. How do you get people involved? That is something even bigger than this, if we just start off by making groups have pride in themselves.
Joy- If students can get involved, they will have a better experience in college. People who are always bored are not involved in everything.
Stan- We need to show and emphasis what benefits the students. Students say that they won’t benefit from anything, don’t come out for other things.
Joy- we need to show students what organizations do to benefit people. We need to put flyers with all the groups for that week.
Stan- In CASA, there was a stereotype about the group and we are trying to profile people (majors) to see how they can help people. It is easier for culture and academics to recruit people.

General Discussion
A. Organizational Hearings
Nayana- Next week. Danielle and Stan need to sign up. Org leaders come to us come to ask for us for the next fiscal year’s budget. We may want to discuss if we are going to set a limit.
David- A limit on the total amount to be given?
Steve- is there a plan about a short information session, to inform people how it works?
Ross- I hve the recordings from last years budget hearings, I will pick out the good ones as examples and put them on blackboard.
David- I think the important thing to remember is that you are the SGA, you are the face of the SGA.
Steve- How many orgs signed up?
Ross- last i heard it was 2.
David- This is the first time in the fall, it is the officers who will be implementing the events who will be asking for the money. You are going to need to remind people because it is so different from anything else. What are you going to do if only a third of the groups submit budgets?
Ross- There is an OSL listproc that goes to all the orgs. It was sent to them 2 weeks ago. Phil said he was going to do it tonight or early tomorrow morning. We need to make these things mandatory. The spring budget hearing when you didn’t go or get signiatures, the most you could receive for the next year was $500. If we want these to be serious, we may have to impose these types of things.
David- if there are very few submissions, you are going to do the hearings for those organizations, then you will have to do additional allocation all year? You can you every resource you have contact the groups?
Nayana- we have to publicize these groups. Are we for sending out that threatening email.
Ross- If you do not submit request on time or with all the necessary things, you may be restricted additional allocation.
Steve- If you throw out the $500, you may get more angry people.
Danielle- You could adversely affect campus.
David- I think they have only heard about it once.
Ross- It should have been two. David sent out another reminder for the first two months of next fall.
Joy- Do we only have the emails of those organizations?
Nayana- Phone numbers. and emails. We don’t necessarily have to follow through with it.
Alex- we could say that it may affect their future affects.
Danielle- we don’t want to not have budget hearings for 2/3 of the organizations because we don’t want to have adversely affect the campus.
Joy- they should have something.
Ross- I don’t think there will be anymore budget hearings next year. We should have been hammering them. I am not incredibly worried because i know groups have done them and not just turned them in. I don’t think it would be fair to put a fine, but we should say that the finance committee will look favorably upon those who turn in a budget.
David- It is pretty clear and firm in the book. Someone talk to Phil tonight. Would it make sense to have a table on mainstreet?

Nayana- when i was sending emails to the first years ambassadors, it might not have gotten to them, we are giving them till this Friday for them to hand in application and next week during FYC meetings their will be interviews.

Danielle- At least 5 members, it started originally from frat but it is now open to the whole campu
Joy- What do they do?
Danielle- They hold events to raise money for people with disabilities. But we have to think if we are going to recognize them because it was a philanthropy started by Pi Kappa’s. They want to get funding for events that will be held for the whole campus.
Ross- can anyone ride their bikes across America?
Danielle- Yes but that isn’t their purpose.
David- What if the people on campus in the org do something that Pi Kapp disagrees with?
Danielle- Yes, but I don’t think that there should be organization formed for this, we should be able to give them money.
Ross- I don’t want them to come to us in the future and ask us for thousands of dollars for one of their members to ride their bike across the nation.
Danielle- there are also other philanthropy groups in greek orgs, and if we pass this there will be many more requests
Joy- are there any interested non Pi Kapp members?
Danielle- yes
Nayana- Are the recruiting other people?
Danielle- Yes.
David- If the head of Push and Pi Kapp disagree over the way to handle the money, I think the leaders of this organization should separate all ties with the frat.
Danielle- I move to table it.
Phil- It does need a statement in its consititution to separate the organizations.
Joy- I second the motion to table. Are the any other organizations like this?
Phil- we would have to see if they are tied to any other charity or for any one purpose.
Nayana- So Danielle, will you get in contact them?

A. Student Life-
-Danielle- there is an open meeting at 5 pm concerning the 5 groups that we have concerns with. On Thursday we will be discussing our concerns with Push America. We will deal with the two “sororities” and they have to present their side of the case before any action can be taken.
B. Finance-
-Joy- meeting Thursday, with 3 pieces. We will start budget hearings tonight. And we will try to do some over the weekend, Sunday at 2.
Nayana- let’s try and get it over during the weekend.
-Joy- Should we do some Thursday?
-Phil- You should see if you can get them pretty quickly.
C. O.S-
Ozell- I’m working on SGA project with the dance committee. SEB will help out with advertising.
Nayana- The role of this is recognizing organizations. We haven’t really been helping out orgs, so we decided to form the O.S committee to be an organization to assist organizations.
Danielle- and the publicity of the house and its missions.
Nayana- We don’t know if organizations will participate in the spotlight weeks, we decided to help organizations instead.

Joy- we are about half way through the deliberations. We are going to try to finish as much as we can today and tomorrow there will be another meeting 3-6, whenever you are free.
Nayana- You have to do these deliberations so your only excuse is class.
Alex- I haven’t been getting any emails.
Nayana- go talk to Jay.
C. O.S. Danielle- The SIC is working on leadership things, there are workshops that required attendence for organizations. Things are discussed how to recruit, etc.
Nayana- Ozelle you can schedule a meeting sometime this week. For now we can just add the meeting at the finance committee. But we need to figure out a new time because it is a new committee that will take a lot of time.

Joy- Basketball game tonight 7:30. Lupe Fiasco concert December 1. Athletics want to do powerade pong to connect athletics and student orgs.

We are talking with the asst. provost of advising after Thanksgiving. Joy- what we plan to do is to have the event on the Moonlight. SEB will take care fo the advertising. Alumni association is giving away free gifts. Try to plan the event April 14. GSA will probably be giving money too. Charging $20-25 per person, only $5000 will only be coming out of the pocket. No bar.
Nayana- even if there are less than 300 people, the boat won’t leave the dock.
Joy- we just have to pay for 300 people. We are coinciding this with the 40th anniversary event.
Nayana- I have been to the senate and exec committee, I know this is well planned. I am impressed!!!! What are you doing to advertise?
Joy- we all have different groups we are talking to, just to let them know so they can tell the people in your groups. We plan to start advertising after winter break. People have asked why are you doing this off campus? We want this to be a formal event and to be something big and huge. It is different from what people know and we want people to know.
Nayana- what about people who say SGA shouldn’t through this.
Joy- it is an event SEB should be throwing. It is a 40th anniversary and we thought that we should through it.
Nayana- this was something about unity on campus.
Joy- we aren’t just throwing the dance to party, but we want people to remember it.
Danielle- what are the entertainment cost?
Joy- It is like a dinner but since it is so late.
Phil- how will we pay for the difference that isn’t paid for by tickets?
Danielle- do you think that 500 people will come?
Joy- yea i do. We have a large number of co-sponsors
Ozele- We are talking to groups.
Ross- what about people who don’t know how formal events work?
Ozelle- it will be on the flyer.

Additional Allocation for Persian longest night of the year
There isn’t a very tight knit community in the Catonsville area so we want to put on a presentation with music, poetry, and performances. We also asked for Persian food. We have met with the safe committee.

We had originally planned for it to be open to the families of UMBC students. 40 people is not the limit but we won’t let it be to full.
Joy- $170 for food and use of the power point projector in the skylight ($50), and $200 for dj/music, flyers $50, microphone $10.

One of the people in the commons said you have to pay to use it.

Committee Reports
A. Student Life
Danielle- Liz is writing letters to the Greek orgs that are in violation of the 5 member rule telling them they need to follow up with us. That way we won’t be committed to anything in writing. It will be an individual case by case basis. We aren’t trying to kick people out but we need to enforce the rule. We’re drafting to Zeta Sigma Kai and Delta Phi Omega. If there is something being discussed in a Student Life committee meeting, but they don’t need to be talked about outside the meeting. I’m going to try and arrange a meeting with the professor. Mock trial is over in 3 weeks, it will turn back into the club. We need to write a policy that there needs to be a separation between classes and clubs. The clubs must be open to all UBMC students. We are just passing new groups: UMBC paintball club- they want to be sports non-funded.
Nayana- about the department thing, how are you going to let the departments know about it.
Danielle- Explain to them that it is merely a draft. We need to go to them with a policy we are willing to pass. The regular professor is returning next semester.
Phil- Mock trial still has an additional allocation for a debate coming up.
Danielle- if you guys want to just stop funding people in the middle of a semester?
Phil- do we need them to attend? I think that they are just asking for registration fees.
Danielle- Billiards club sent in an amendment to their constitution to change from sports club to special interest.
Phil- I think we need to get definitions before we talk to the billiards club.
Danielle- i don’t think there are rigid definitions for those groups. As soon as you write something on paper, it becomes permanent.
B. Finance
Joy- we finished the finance committee, but we overbudgeted. After break we should cut down on the higher funded.
Phil- We need to have it because it would leave us with $20000 for the rest of the year.

Ozelle- Corrin is trying to have a meeting to talk about the 5 member rule.
Danielle- before you schedule a meeting, will you let me know. The SIC plans to move forward with our student orgs workshop. No one from SGA has contacted the SIC. The staff meeting is at 2 30.

Danielle- Today we sent an email to the two groups we have discussed derecognizing. READ EMAIL. We are asking the organizations to come to the next SL meeting. We discussed preliminary evidence: their mission statements as sororities, but please feel free to ask any questions. The purpose of the meeting is to give them an opportunity to clarify our concerns. If they ask you questions as members of the house, please direct them to me. This is the first time we have had to possibly derecognize a group. Corrin will be there as a representative of student life. Any questions?
Alex- what kind of heat?
Danielle- If we vote to derecognize them, they no longer exist. They have ties as a Greek group and they do have national representation.
Joy- If we derecognize them what happens?
Danielle- they can’t ask for space, they can’t use web space, or UMBC’s name, everything that comes with an org is revoked.
Stan- Can they decide to come back as a real sorority?
Danielle- i can’t answer that and neither can student life. That is an interior discussion within the office of student life. At this point, the committee meeting is just a staff meeting.
Nayana- anyone want to sit on this committee?
Danielle- That is a premature question. As soon as we decide about this committee meeting.
Phil- students are allowed to go.
Danielle- Reagan, Jen Dress, Lee, David and me. I’ll have answers with whether that will be a committee or not. The packets with all the information will be there. If you have any questions for me regarding it, please come to me.
Nayana- can you talk about the billiards club?
Danielle- The billiards club has submitted a change in their constitution, to switch to a sports club to a special interest club. Have we made definitions for the different types of groups. Right now, we don’t have definitions for them. We need to make a decision whether we want to make definitions or leave it up to interpretations.
Ross- I want to leave it up to interpretations. It might be a good idea to write it down someplace.
Danielle- maybe as a transition to the next group of house members. I would agree
Nayana- I like that idea, but I do not want to leave it open to show bias to groups.
Danielle- maybe a better Idea would be for the chair representatives to talk to the groups and see what they feel.
David- whether or not it is defined in policy, there ahs to be a guideline for making decisions. Whatever decisions you make will be a basis for an argument for another group.
Ross- the freedom alliance was a poli active group for a few years and then changed to a cultural organization. They just wanted to change their org placement.
David- There is one difference here, is the difference between funded and non funded.
Danielle- we need to have a more firm policy on sports groups.
Nayana- we need to make it a priority because the billiards club has already come to us.
Jordan- once we let in a group that “should” be a sports club, we open the floodgate.
Ross- It might be worth looking into how we fund groups. sports clubs don’t get funding. I don't know where in the documents it says that. We have funded cricket club in the past. I don’t think that there is anything that says it isn’t funded. We might want to see how the document is worded.
Danielle- So do we have a document to look at?
Nayana- it’s in the office?
Danielle- I don’t understand. Is it feeling that if the members of the groups are competitive, then they are funded.
Alex- the billiards club isn’t not competitive but they are still a sport even though they are not competing.
Joy- is there an actual page about what makes a sport.
Nayana- I think that anything is open to all UMBC students, then we should fund it.
Ross- this is why I like we call it as it goes. I think it works well for interpretations
Danielle- what happens when we can’t point to a policy?
Ross- we sit down and talk about it. We can sit down and interact with people.
Danielle- I am abdicating for one or the other. But we need to have a policy. I think we need to be specific.
Phil- dealing with policy, if an org asks to look at a policy, is there a policy that says they should be funded.
Danielle- does precedent mean policy.
Phil- it doesn’t need policy.
JOY- some groups come in as special interests and then they want to compete, then they should be a sports club.
David- when I came in, there was a thick stack of policy. I think we would be able to sit down and talk to make a decisions. You are expecting athletics to fund sports groups. Athletics is setting guidelines to numbers of groups.
Liz- Maybe you should set a maximum for each group can spend, but I don’t want my money going to other people competing.
Ross- I think we need to set a policy for how much we fund.
Danielle- We need definitions when it comes to outside definitions, for instance to athletics. Then academics is an outside entity as well.
Ross- I am resisting the urge to comment.
B. Finance
Joy- we need to go through and cut down funds we allocated. We funded about $60000 and we should only fund 50000. We should meet on Thursday.
Nayana- we don’t have to cut down as much as Phil says.
Joy- but then we have to worry about additional allocation. I think we may have to cut out things for December of this year.
Danielle- what were the original numbers? You suggested 50000.
Phil- that would leave 30000 for additional allocation. That is for this year only.
Ross- I think that we should cut it and have a look at it.
Nayana- when is everybody available for additional allocation?
David- Friday is a nice day.
Nayana- How about Wednesday.
David- If there is no alternative, I can make it work on Thursday.
Joy- I don’t think it should take too long. After the finance committee meeting then.
Danielle- are we going to be setting guidelines. How are we going to decide what we are cutting? Are we going through all the budgets or only the big budgets?
Joy- I think as we go through them we will see what we over budgeted.
C. O.S.
Nayana- we need to discuss where we are going with it. should it be a different committee?
Ross- We had this momentum going and then we stopped. There is going to be a meeting? We need to discuss how we can use this opportunity that has presented itself.
Danielle- OSL is going to spearhead training for organizations. All organizations will have to be represented. The treasurers will have to be trained and there will be at least 2 other mandatory meetings: Officer transition, recruitment, how to create/use budget, how to use resources. It would be a great partnership for the house to get involved in. I know the SIC is going to go through with the project either way. There is a meeting at 2 30 tomorrow. By the end of this semester, we will have a schedule planned out of when we will have these events.
Nayana- As an OS committee is going to be disbanded and will no longer be an official house committee until it is more organized.
Ross- About the more organizational workshops, where would we help?
Danielle- The planning, assisting, etc. we can be as involved or as not involved as we want. Although the student involvement peers, SGA as a whole has a whole lot to offer as members of the SGA. It would be my hope as house members to run and facilitate this as house members.
David- can you say a little more about mandatory attendance?
Danielle- Erin wants it to be mandatory. I know it has been talked about.
David- there have been conversations about student organization training not being mandatory. The treasurer training would be mandatory.
Phil- I wanted to incorporate the two. The things that are in SOP should be mandatory and the others should be elective.
Ross- I know it sounds tricky that 200 organizations are required go to. Just send anyone to some of the training. If they don’t go to registration, they don’t get money right? But this would be something, that we wouldn’t be enforcing.
Danielle- our job would be to help facilitate these trainings.
Phil- missing the mandatory would be like missing training.
Danielle- there are no consequences that have been decided on.
Ross- have we received a list of groups that haven’t registered? It might end up coming to us.
Danielle- you are talking about violation of SOP. Our chairs are responsible for enforcing this. Who is coming tomorrow?

Reports
Phil- only one additional allocations for Thursday.
David- about the dance. I think the plan on the people who are on the part of planning the dance is to bring legislation to the SGA about the dance. I haven’t seen what their price tag is about 10-15 thousands. There are expecting to make a lot fo money back. Are these funding requests to take money out of the pot or are they taking money out of the general ledger.
Joy- We didn’t want to come to the house money to ask for money for the event. I don’t think it would be fair for the SGA to get a huge lump of money out of the pot for organizations. We want these to become an annual event. This is something that is corresponding with the 40 anniversary. Alumni student association is giving us gifts and other organizations as well. We want to get this from the general ledger and maybe next year iti will come from SEB. Or how quadmania works.
Danielle- historically general ledger, what has the general ledger been used for?
David- Here’s the theory, if you correctly forecast to spend all your money, then nothing is added to the general ledger. It’s up to you, but you need to see the whole picture. 5 years ago, it stood at 0 and sga overspent it pot. There was an audit. It was caused by inadequate cause. The focus was to build that safety net. It is a rainy day fund. SGA become much more careful. And all the money that isn’t spent goes back to SGA. The money is over $356,000.
Phil- it has been spent on chess set, movies and new printer.
Ross- it has been used for election night, to furnish student orgs place and things like that.
David- SGA hasn’t defined how much money should stay in there. once the budget had gotten to a point in the general ledger, we should be willing to spend more money. If we allow this money to be spent, then people will be coming to us asking for more and more money out of this pot. Then the amount will decrease. I think it would be responsible to make guidelines for the general ledger.
Danielle- is this normal?
Liz- I don’t think it matters if it is normal or not.
Ross- Every SGA is different. Like tee-shirts. I looked at a lot of SGA’s come from different backgrounds. I don’t think you could really quantify an answer to that.
David- because SGA deprived money from students by tightening their belt, I think we owe them with something to pay them back. My suggestion would be compare the worth of that.
Joy- When I was talking to Jordan, it was suppose to be something to symbolize the school, we didn’t just want to have a dance to have a dance. We wanted it to be important to the school.
David- sometime before this legislation hits the house. Decide what a good balance in the general ledger.
Ross- I don’t completely agree, I fear that placing that kind of number would be an incentive to use the money. I worry about that. There should be a bigger system to get money out of the general ledger. What if we had some sort of process to get money out of the general ledger.
Danielle- Does that solve our problem?
Steve- The process is more of making sure people are doing their research. We need to come up with an agreement between the SGA. Maybe we should come to a point that we aren’t going to come to. When we brought this up last night. In the Senate, we don't’ deal with money that often.
Joy- Are there projects, like the retreat, where do they get money from?
Steve- they don’t request money.
Danielle- If we are going to discuss the general ledger,
David- what if at the time SGA is projecting its budget, what if we take it into account that we have the extra money in general ledger? Should we expand the investment into student org or leadershape? So we have something planned for the money.
Phil- I think a joint meeting between the house and the senate when there is a request for money from the general ledger. I want to schedule a meeting for all of SGA. Friday free hour.

Joy- it was proposed 2 weeks ago. Askign 16400 from general ledger. we are getting 12500 back. Free gift from Alumni SA. Free adverts from SEB. We are asking for 1500 as if we don’t get UMBC drivers. All that would really becoming out of the general ledger would be 3500.
Alex- So the money from the tickets would go back to the genereal ledger.
Joy- Yes
Ross- What questions did senate have?
Joy- Advertisting. They were worried that for such a big event that only one place would have advertising. But the extra money would be going to extra money. And also word of mouth is the best way to put the event out there. SEB is excited to help out.
Danielle- If you guys partner up with OSL, the have access to marketing interns. They have space for marketing interns as well. Student announcements are free and posting in the commons is cheap. And getting 400 people events is asking that much.
Ross- and you are reaching out to organizations who will help get the word out.
Nayana- we don’t know if SEB is willing to invest that much money into our event. They don’t want to have an arbitrary number for advertising. We want some hard core advertising. Once the kinks are worked out for the advertising, an org might come to the house to ask for more money for advertising.
Ross- it seems kind of strange to me, I wouldn’t have a problem if SEB came back and asked for more money from the General Ledger. And remind them about the outdoor movies.
Danielle- I wouldn’t be opposed if SEB came back to us to ask us for more money from the General ledger.
Nayana- but the house’s money is more flexible.
Carrie- there are other sources of money, like special events funds. That money could come from a different source.
Ozelle- Yesterday, I met with SEB to get an idea about the general advertising but most of it has already been discussed.
Ross- I love SEB and they do great work. I wasn’t knocking them.

Ross- I thought the budgets would be on this legislation but why isn’t it here.
Nayana- Joy just needs to talk to David about how to write up the legislation.
Phil- All the legislations are done. We will have a meeting with SAFB. We need to separate the fiscal years. I will present these to them and hopefully they approve it in time.
Carrie- i don’t think that there is a voting student member on the committee.
Danielle- I think there should be a voting student on the board.
Ross- are there only student committees that checks what the board does with our fees. And have any organizations asked questions about the budgets.
Phil- No, and many organizations have come but I don’t want to give anyone a timeline. But I don’t want to make an appointment, because if they schedule and cancel they will have to wait till feburary. No one really had any big problems.

Committee Reports
A. Student Life
Danielle- we are going back over the query of the 5 member rules. There are some orgs that shouldn’t have been on the list. Someone is going over it and I will meet with them tomorrow. I will give you a sample letter to send to your organizations. i’ll be meeting with Corrin to talk about other student life stuff.
Danielle- The billiards club has filed to change to the special interest category, so we will have to talk to see how we want to handle. We can discuss it at the SLC meeting. And we will need to have a consensus for the future but we can also do it on a case by case basis. I like the case by case basis.
B. Finance
Joy- We came up with all the budgets and most likely today I will be writing up the legislation. David said that we have them written out separately and then the total.
Nayana- we capped up at about 56000.
Phil- I think that it is 42000 and then 10000 for the next fiscal year.
Nayana- Any questions.

House Projects.
Nayana- we disbanded the OS committee because we thought that it was something that should be part fo house anyway. We need to decide exactly to what we want to do. We need to think about something to do.
Danielle- The workshops. We met for a special workshop meeting. Ths OSl has been planning on having a workshop for student orgs. We want to make it bigger and better and we want to be more useful to them. We have planned the first few workshops and it is going to be huge. And in the fall, there will be workshops all throughout. 1st: how to plan student events and use with Sodexho? 11000 has already been spent on outside food. We want to have this food provided by Sodexho.
Nayana- how would house be connected?
Danielle- House would be running that owrkshop. There is another workshop about how to make a flyer. The house: how to make a good budget, how to make yoru budget request more likely to get passed. We can have as much or as little responsibility as possible.
Nayana- Is this something the hosue is willing to commit to?
Joy- Would we be trained.
Danielle- We would decide how to run the workshop and we give money for the winning organization. The whole purpose is to keep the workshops short and sweet. As long as there si something orgs would need, we can have a workshops. We have OSL to back us up.
Ross- Is OSL funding the rewards?
Danielle- The flyer workshop: there would be laptops set up for student orgs to work on a flyer for their events. The org that had the most people in attendence, the marketing interns would offer their servicees. We are going to look into commons vision. The prizes are more services.
Ross- We all have experience with working with groups, we know what kidn of advertising goes well. i think that we would fit in really well.
Danielle- would we just sign up for workshops that we want to do. We have staff meetings( SIC) and the house just has to decide what type of workshop we want to have. And then we will present it to SIC. Maybe that could be the first house projet. it is a good semester to try it out. We could start a tradition.

Nayana- how about we make our first project, what type of workshop we want to have. We can think ideas over and make a decisions at the meetings.
Ross- Maybe we can discuss right now what we want to have our topic to be.
Danielle- I want to go to the meeting tomorrow with an idea. Maybe officer transition.
Nayana- I think it should be about how to get money from the SGA.
Phil- You should clarify that it is for orgs.
Ross- how about the ins and outs of getting money from the SGA.
Danielle- we can have the marketing interns to make the flyers. We just need to come up with the ideas, and the rest is pretty much taken care of.
Ross- i like the officer transistions.
Danielle- maybe we can create a guidebook. .
Nayana- Is there a limit on the # of workshops?
Danielle- since it is just starting we don’t want to have that many. The hope next year is to have one workshop work a few different times.
Ozelle- What if we made it into a comical video? It would be funny.
Ross- we have discussed doing films a couple times in the past and it has always followed through.
Nayana- it could also be live.
Danielle- I think that it should be fun but we should make it so they want to come. I think that a lot of orgs don’t know that they meetings are open.

Announcements
Ozelle- meeting is set up tomorrow with Corrin at 2 00 student orgs area. The meeting is about lots of stuff. We are trying to get an idea of possible objectives of stuff that needs to get done next year. And update all rules and stuff.
Joy- For tennis we are trying to raise money to go and compete during spring break.
Ross- i am showing a movie tomorrow night about Bob Dillon in Susquehana. No one really knows what it is about and we will have roasted chestnuts. It will be in the honors lounge.
Stan- CASA is on the Thursday for (13 Thursdays of culture).
Nayana- Stress free zone, sign up to volunteer. I really want you to sign up and volunteer.
Joy- do you know who is in charge of midnight breakfast.
Nayana- we will get conformation from Judicial board.
Ozelle- I should dress up as Santa Claus and give money to Organizations.
Nayana- next Tuesday is our last official meeting for the semester.
Joy- I realized that one of my classes is only offered at the time of house meetings.
Nayana- I will look into seeing if we can change the time. But you guys signed up for a whole year. Make sure that you can commit to that. Unless you are a senior, you don’t really have an excuse.
Danielle- Because there are some people that are not going to be with us next semester, maybe we could bring food after the meeting Tuesday.

A. JL10-0607- General Ledger Allocation for SGA ads in The Retriever Weekly, Spring 2007
Phil- more ads in the Retriever weekly. There is no money for the Spring adds. 405 for full page ad, we are getting twelve ads.
Nayana- Yesterday the senate failed this piece of legislation.
Danielle- I don’t want to hear about the Senate before the vote. I don’t think that we should be paying for it, at least not for this amount.
Joy- These are things that SGA advertises.
Phil- this is the standard rate. They have purchased a new printer and they can’t afford a further discount.
Ross- Why didn’t we budget for an entire year of ads?
David- Last year, cost had grown but student fees hadn’t been accounted for. They budgeted conservatively. They thought if we have the money next spring, we will pay for it.
Danielle- I think the problem is should we be giving them 3888, I’m assuming that if they don’t get this money, then they will fall short.
David- Does the SGA get benefit out of running the ads? If they give SGA a discount because SGA funds them, then you can hold them hostage.
Danielle- I hesitate to give this money because we don’t know the impact of these adverts.
Joy- I think we do a poor job advertising on campus. But have we always been doing ads?
Phil- It has always been the standard rate for the current time.
Joy- This is the price for the spring?
Phil- Yes, if we choose not to allocate the money, then we won’t have the ads. We will get 2 from carry over from the fall. We won’t have advertising for the SGA events.
Ross- I think that it si important that we keep the SGA ads. If The Retriever doesn’t step up, maybe the money could come from.
Danielle- we do need to keep the ad, are we going to keep not budgeting things and keep pulling from the general ledger.
David- you don’t get a choice to until the student fee increase.
Phil- we can put on that page, whatever we want to. You can’t think of how much money we gave them in the past. It was money for an organization.
Toks- can you still negogiate with them over the price?
Phil- There weren’t any further negogiations. They were reluctant for another discount because they need the money.
David- Senate was on the verge of tabling the legislation.
Joy- who decides what the ads are?
Phil- Jay Lagorio. It costs the Retreiever to print per page.
Danielle- why is this just getting to us now?
Phil- it wasn’t just addressed earlier.
Stan- have we taken money out of the general ledger for them before?
David- This is the first year. We will survive without a Retriever ad.
Danielle- do we know the price for additional fees for stress free zone, etc.?
Phil- all the extra things for the elections come out of the election board, but all the other stuff comes from these adverts.
Joy- If we vote for it, would anything change?
NO
Joy- any event that SGA is doing, they could use these adverts.
Phil- yes.
Danielle- we can’t afford not to have that ad. There are a lot of events. This ensures the success of the SGA. We are in a position that it doesn’t matter. I think we need to vote for it.
Nayana- how effective do you think that the retriever has? We put adverts but it doesn’t guarantee the success of the event.
Phil- SEB is also getting the same rate that we are.
Danielle- I appreciate all the arguments against it. Are we going to lose out on all this funding? But at the same time we should be thinking about this, before the last week of the semester.
David- You do have some time because the retriever does have some time because we have those two carryover ads. Do what you think is right for this legislation?
Liz- why not just advertise for the events that have already budgeted advertising in it.
Ross- what did I want to say? I REMEMBER!! The retriever prints in four page sets, they can’t just drop one page.
Phil- They format it so it fits.
Nayana- there is a SGA weekly update in the retriever, so people will see what is going on in the SGA.
Danielle- What kind of agreement is it?
Nayana- It is an agreement.
Ross- I suggest not tabling it. Amending it won’t change it since SGA

Joy- Our total for all the organization for 61538.50.
Ross- this is the number off the spreadsheets.
Joy- I sent the budget lists.
Danielle- the ones that were missing were deliberated on right?
Phil- Yes.

Phil- there si about 21000 left for the spring semester.
C. HL62-0607- Acceptance of Pre-Nursing Society
Danielle- A group that came to a vote last year. i looked over the constitution. We think that there was just a bad flow of information.
Ross- I thought that it went through last year. They thought it went through. They have done everything that a groups does.
Danielle- As far as the funded/not funded, we don’t have to come through with all the funding they ask for. Last year they decided to come up and create a new group, something wrong happened. This group was told that it was passed. We can change it to unfunded now.
Ross- i don’t know why we would change it to non funded, there were a lot of things misplaced last year. My questions is whether they were recognized organization and then they were derecognized. But if there is no pre-Nursing group, we should definitely recognize them.
David- their application came in last fall. They think that there is a problem with the constitution and they never addressed it.
Nayana- if ross really wants to look at the constitution, then he should look at it. This is tabled. We can’t find the constitution.

D. HL63-0607- Acceptance of Amendment for Billiards Club
Danielle- their aim is to change to special interest to be funded.
Nayana- I think the purpose was to change to funded. Friendly amend it to funded.
Danielle- They want to become funded and that is why they are amending their constitution.
Ross- I am fine with it. But if they ask us for competition materials, I will have a problem.
Joy- They were asking for new equipment for the game room.
Danielle- I think they wanted instructional videos.
Phil- You have to treat it like the equstrian club. You can’t buy them lots of nice equipment.
David- couldn’t any sports club asked to be funded for money not just with competition.
Alex- i don’t think that sports club should be funded to compete. The sports clubs are sports and not special interest.
Ross- it’s really tricky. I would be fine to fund the tennis club to fund a fundraised. But i wouldn’t fund the tennis club to buy racquets.
Joy- this opens the door for any sports club. I think it would be nice to fund the clubs to teach people but I don’t think that we should fund them for transportation.
Alex- The tennis club situation, originally there was going to be teachers and competitors. There wasn’t money to fund people. Our club now is more focused on being competitive.
Joy- Why can’t we fund an organization that a lot of students are excited about?
Danielle- They are not going to compete and they are going to promote the general interest. We won’t fund them as a competitive group.
David- 3.5 years ago, that resulted the funding of sports clubs over to athletics. I don’t think we should try and redefine boundaries for athletics to pay for athletic groups. Decide where you are going to draw the line.
Liz- if you are going to fund something equipment,
Danielle- they are not a sports club, according to their consitution their purpose is not to compete.
Phil- the thing to keep in mind is. Let’s say a whole new house ocmes in, but you can use all the equipment as casual interest.
Ross- I think it would be great to get the Judicial board to solve it. It would be great to give the justices something to do.
Danielle- how much continuity going to be between houses.
Toks- can you do this? If you do this now, you are allowing other people to come in and ask to change their consititution. Rather than letting these people switch their constitution, we can fund particular things for the clubs for event wide campuses.
Danielle- There is a bigger argument within this to, we have been having this problem about organizational categories.
Ross- in the end, it is up to us to decide what category they should be under. It is arbitrary. I don’t have a problem with it.
Danielle- I think that we should just move to vote.

E. JL07-0607- Confirmation of Kanwar “K.B” Singh as SGA Election Board Chair
Alex- what do you do?
K.B- I plan and organization the elections and handle the disputes.
Danielle- how will you increase advertisement?
K.B.- I felt last year there was too much advertisement. One thing I want to change is to have an advertising blitz. I proprosed that SGA elections move far away from Quadmania.
Ozell- Do you propose any change to the voting system? Earlier we looked at 3 different methods.
K.B.- I don’t know what you are talking aobut.
Ross- If it does happen, it will have to change our constitution. A class is looking to change the voting process. How are you looking to keeping yourself impartial.
K.B.- I don’t currently know how to keep yourself impartial, if you have any suggestions.
Nayana- How would you deal with conflicts?
K.B.- I would just talk with them and see if they can work it out.
Danielle- Some people run and don’t really know about the time commitment. How will guarantee that all candidates know what they are getting into?
K.B.- Make sure we emphasize how much time is required. Part of it is up to the house to work that out.
Nayana- how are you going to encourage people run and vote?
K.B.- We are going to focus on word of mouth to get people to run. That will be our primary method for people running. For voting, I hope to have a short and sweet advertising campaign.
Joy- We can also help spreading the word.
Alex- What kind of ways are you advertising?
K.B.- I don't really know all the details yet. I am going to emphasize facebook.
Alex- Are you having mixers?
K.B.- Yea, we will have meet and greets.
Ross- Are you having give-aways?
K.B.- Yes, they are to serve as a reminder about the elections
Danielle- Do you propose to limit the amount of things that people give away?
K.B.- I don’t think we are going to have any restrictions.
Danielle- I think we sometimes we forget, people will pay for it to be on their resume.
Ozell- Timmy wants can do anything to get votes over me.
Ross- If someone is going to put a lot of money in their compaign, they might drop out. are the rules something the board will come up with?
K.B.- It is something that the board will come up.
Danielle- Will the hosue have to approve the rules?
Ross- No.
Ozell- How many people are going to be on the board?
K.B.- I will put up signs around, and then they will apply.
Stan- If people break the rules, are they disqualified?
K.B.- It depends on what happens. I don’t see why certain things should be illegal.
Alex- Is there anyone else interested in this position other than you?
K.B.- I don’t know.
Ross- We get to approve the rest of the members on your board, is that correct?
K.B.- I don’t think so, I think that is my decision. I’m not sure.
Alex- Why are you interested in this position if it is hated?
K.B.- I like to be in the center of the power.

K.B.- 4-5 people will be chosen from the application pool.

K.B.- Their work ethic. They have to be impartial. They have to keep their mouth shut…confidentiality.

Nayana- what do you do?
Lesa- I would serve as chief justice of the supreme court, which is what i do know. There are 3 other members. We deal with amendments to the consititution or challenges.
Danielle- You spoke openly about the election process, would that you keep that biased.
Lesa- My concern is about the people who don’t follow the ethics rules when they come into the university, but I wouldn’t be biased.
Joy- have you had any situations this year?
Lesa- No, nothing.
Stan- if something goes wrong, do you decide if a candidate gets kicked out of the election.
Lesa- no, if a candidate feels something unjust happens that is when we deal with it.
Ross- Would you try and get involved in any projects, even though you need to remain unbiased.
Lesa- i am on the formal dance committee because I don’t see a lot of conflict coming up on that.
Danielle- Strict or loose interpretation of the constitution?
Lesa- It depends on the situation.

Special Projects
Greek groups- we need to have a body statement what the groups need to do to be derecognized. The student life committee makes recommendations. We need to decide whether to recommend to revoke the group or define the statements they need to follow.
Joy- Tell them that need to follow certain guidelines.
Danielle- we need to decide what the consequences are. They will be notified before the end of exams. Treat them separately and they have been dealt with separately.
Joy- Why is the multi-cultural group funded and the other one not funded?
Phil- they presented themselves not as a sorority.
Danielle- we dropped the ball in a very big way. so look at them in a different way.
Ross- I think that statement justifies the power of our recommendation. i think OSL is letting us do our job.
Danielle- I need an answer then, I don’t think that I should be drafting the letters.
Ross- we need to decide what we want to say and I will help draft up the letter.
Nayana- you can decide to help us right something up.
Ross- I think we need to agree that they need to stop acting as a Greek group and if they don’t, they will be derecognized.
Joy- I don’t know what greek groups act as.
Ross- if they go underground and do these thing, then we don’t know about them. But when we see them, we will act accordingly.
Phil- your recommendation is only for the recognized group, the students can still meet. But we need to separate the recognized SGA group from the other one.
Danielle- we need to make a recommendation and not think of a solution. we need to create a focus group.
Ross- I don’t understand why OSl is looking for a recommendation. It is also our job if we want to nip the problem in the butt. I don’t think it has been two years.
Phil- Since you are only making a recommendation, tell them to stop acting as a greek group and then tell OSL to deal with it.
Danielle- we can recommended that they will still be recognized as a group if they cease acting as a greek group.
Ross- what has OSL done about this group in the past few years.
Danielle- they want us to do our job. But OSL can make the final decision.
Ross- we shouldn’t let this other group influence us.

Jay- Super Bowl parties are thrown by many student orgs. Student Affairs, OSL, SEB and other are putting up volunteers to ‘rock the commons’. The commons will be open, free game room, tvs will have games showing.
Ross- What is the $500 for?
Jay- it is going to sent to OSL and if there is any left, I think it will be divided.

Nayana- Now on we will be meeting at 8:15. We need to appoint a new head of SLC. Because we have grown large enough so that everyone doesn’t have to be in both, we have decided to split the meetings. Ross will be in charge of that.

Nayana- Joy wanted to have the finance committee meeting at 7 but that may be too late.
David- I have 4 applications for recognition. They need to be done by the 4th week if it is to be for this semester

Ross- How do we want to do it for this semester?
Nayana- I think we should send it out to student orgs list proc and leadershape graduates.
Ozell- I think we should look into the new transfer student.

Danielle. Delta phi is working on new constitution. The other organization is dissolving. There are several orgs violating the 5 member rule. We need ot get an updated list from her. All the orgs need to be contacted because they are in 2nd semester violation.
Ozell- For the Greek groups, a lot of the groups that were in violation last semester are good this semester. They have until may before any action can be taken. We are trying to set up a new policy on how orgs can form but we haven’t set a date.
Nayana- I asked anyone to email me and apply. Danielle if you can meet with the new head.
Danielle- There was quite a bit of interest in the mock trial. The professor is back on campus. Just a reminder.

-One thing that is in the process of happening, extending the study place hours. OSL hopes to extend them MTWR, and later on Friday as well.
Danielle- who would staff it?
-David- that is what we are working on.
Ross- people have come to me and told me they would use it more if it were open when they weren’t in class.
B. Carrie Mann
-There are a number of interesting things in different committees. We won’t be doing any reports this week.
C. Nayana- Jordan is resigning. Does anyone have any questions?
Ozell- What is the direction you see SGA going in now? What do you think that Jordan overlooked.
Carrie- Most of the things that are happening now, we were both in support of. Everyone is doing excellent work and I like the projects. There are some minor things, keeping the office clean. I think we have done an excellent job dealing with administrators. I want to involve students that aren’t in SGA. I want to thing about how we can get them involved. If we can make ourselves more visible. I have all the confidence in you guys. I won’t be too many changes felt.
Nayana- Tomorrow at 1 Carrie will be sworn in and Jordan will be de-inaugurated.
Ross- Is there a time morning when we can talk about student life.
Danielle- I’m in SIC TWR mornings. Email me if you need to.

Announcements
The retreat is this week. Everyone is expected to be there, from 10 -5. We worked hard on planning it.
Ross- Next week is involvement fest.
Carrie- there are sign up sheets to work at the table during the week. There are tables for elections and for money and finance. It would be great for House members to work at the finance desk.

A. HL62-0607-Additional Allocation for Habitat for Humanity’s “Collegiate Challenge”
Ozell- HFH are trying to go down to FL. Normally we don’t like to approve money for gas, but this is the cheapest way to get them down there.
Nayana- They also asked for 1000, and we thought to cut them down to 500, this is a weeklong trip for their big event in FL. They are driving 4 mini vans.
Joy- How many people?
Nayana- twenty. They have 4 vans.
David- Why doesn’t the house fund gas?
Ozell- if it is gas that isn’t really going to help student life, then we aren’t going to fund it.
Ross- A lot of gas goes into personal cars, but we can’t guarantee that all of the money is going to the gas directly to the event.
Nayana- We turned down a request for hotel fair

Nayana- We decided that we would only fund the jousting equipment.
Ozell- The only issue that came up, it will be open for the whole community but it is taking place during rush week, it may be possible that they are using the event to attract the issue to rush week.
Dustin- It is rush week and it won’t be on main street cause we are.
Phil- Narmin has had that date reserved since November, she isn’t moving her event. They will have to have it at a different time.
Ross- What is the date?
Nayana- The 21st

Joy- what will they do with the equipment?
Nayana- they rented it. We decided not to fund the food. I think we should table this since we can’t fund it for this date.

Nayana- I sent him to Narmin and she said that she isn’t budging and he didn’t come and see me after that.
Phil- I know Tues and Wednesday, but if the general opinion is not to fund it we should vote, but if we table it they won’t be able to do it this week.
Ross- If it can’t be pushed back to another week because we can’t push it through.
Ozell- I think that we should just table it.

Colles- It is the 20th now. There is nothing really big that happens in February. Our fraternity is trying to do things on campus. We have never really worked with SGA. There are going to be live fees. There are going to be raffles. We’ll have food.
Ross- So the book scholarship, is that just a raffle?
Colles- There is an application, then we will just be pulling out names.
Ross- Is this a rush event?
Colles- No, our rush events are at night.
Ross- My only concern is the large amount of money.
Nayana- can you push the event back at all?
Colles- No because there are many national events coming up.
Dustin- You mentioned co-sponsored with SEB, are they helping with funding?
Colles- No, they will help with advertising, popcorn.
Phil- SEB never helps co sponsors with money.
Colles- we have tried to get some other co sponsors but nobody has wanted to help.

Colles- I didn’t know who my representatives were.
David- will someone here take responsibility for getting this meeting together.
Nayana- I want everyone to help out.
C. HL64-0607- Additional Allocation for Sigma Alpha Epsilon’s “king of the Ring”
Ozell- This group is planning to meet at College park, they initially asked for a hotel but since college park is so close, we said no. 140 is the cost of registration for the members of the group.
Nayana- I would like to friendly amend this for the total to be $140.

D. HL65-0607- Additional Allocation for Taiwanese Student Association of “A.S.I.A with ASC”
Stan- ASIA is the big event for all the big Asian student organizations. We decided to fund everything and they said that they would use the clothes for other events and the food is for 50.
David- If the event is co-sponsored, why are they asking for money themselves? You don’t know how much the total request will be.
Ross- When is the Asia event?
Phil- I think that it is near the end of March.
Ross- I agree with David. Suddenly you have 7 or 8 groups asking us for money separately and it could add up to be more than we think. And I think that more than 50 people will be coming.
Nayana- This is food only for the 50 people that the Taiwanese students will be serving.

Nayana- Asking for audio/visual support. This event has been successful in the past.

F. JL08-0607 Confirmation of Shane Spencer
Shane Spencer- I am a poli sci major. I did this last year but we didn’t have any election disputes. If I were confirmed, I would be asked to decide who is right in a dispute situation. I think that I can do that fairly, I think that people who are running for office to be subjective in my position.
Ross- There is a lot of interpreting the constitution, whether between an org and us, and if someone was to be impeached. How familiar are you with the SGA constitution?
Shane- I have read it a few time but I would definitely reread it.
Nayana- do you think that you show preference or prejudice over one member to the other.
Shane- I am relatively uninvolved in SGA so I don’t think that that would be much of a problem.

Nayana- They are going to have some sort of presentation, this is something they hope to do every month and it has been successful every month.
- How are the mics different from the audio/visual?
Ozell- they are wireless and they aren’t included in the av equipment.

Dustin- where does the food go? Because it has to be on the bottom floor or else it is exclusive to students over 21.
Ross- I thought they were in conjunction with a larger group. They are doing a whole bunch of these?
Nayana- didn’t they say that they wanted to do a whole bunch of these?
Phil- this is for one Thursday and they usually get about 40 people.

A. Share Objectives for “Spotlight on Organizations”
Finance Committee
Nayana- Joy will be responsible for the finance committee report.
Phil- I will make appointments for the student orgs.

Ross- We have a couple more constitution coming up. Is anyone interested (Ozell)? Good, there is a lot of Greek life stuff coming up. If anyone comes up to you and has questions about recognition, tell them to shoot me an email and tell them not to panic.
Nayana- Ross is the new head of the student life committee.
General Discussion
A. House Structure
Nayana- We have 17 seats that we can fill and there is 5 of us. We want to change it so we can have a constructive house.
Ross- when the house was created 6 years ago, it was created with the intention to deal with the funding and student organization stuff. As time has gone by, our body has worn itself out because we try to do to many things. We all want to help organization but we spend our time looking at money and making sure things follow the rule. The idea is to create a new structure that allows the house to be efficient: money and rules. And create something else that deals with projects. We haven’t really had the opportunity to have the time to do anything but to enforce our own rules. The idea is to change our entire structure.
Ozell- how would we go about changing the body?
Nayana- We want to have a finance board with 6 members with some ex officio boards.
Ross- The short answer is we are going to have to change the constitution.
Nayana- we want to be able to address the student life part of our job. It isn’t fair to the student orgs for us not to help them out. These changes might come into effect next year.
Dustin- What happened to the treasurer hiring assistants?
David- I think that that has happened, but since there are fewer and fewer members. It has allowed the house to do its job to do it well.
Joy- I think we have a problem getting people into the house. It seems many people do not run because they do not want to be in a specific chair. If there is some way that, it could be more general.
Ozell- There aren’t many people who want to be involved. Maybe if we don’t have specific seats, we could join the house as groups- finance, social- then that would break out into the seats.
David- What would they do?
Ozell- If you had a group that was cultural- religion, etc. Sports- recreation, athletic few. Just 3 or 4 groups that encompass the seats. It would take less pressure off people.
Nayana- How would you deal with those groups that aren’t represented?
Ozell- I think it would be hard for a group not to be a part of a larger group. Maybe if we looked at the seats and found a way to fit all the seats in those groups.
Ross- 2 groups- one with money and one with projects doing things for groups and not just giving them money.
Ozell- Have the people just choose a group and not a seat.
Dustin- The purpose of the seats is so every type of group is equally represented. People get an idea in their head that the seats limit their jobs.
Nayana- Why did you guys decide to join the house?
Joy- I joined it because this is the place where you could represent my organization.
Ozell- I joined because I wanted to find a way to affect the decisions about Greek life. I looked up the information about Greek Life.
Stan- I joined because Toks encouraged me. I ran with the idea that maybe this year there would be two people. I had a preconceived notion of what SGA was. When I saw the decision-making that goes on here, I wanted to be part of that decision-making.
Ross- I joined for the comrades. Jordan convinced me that I wasn’t involved in the SGA. I got an email from the radio guy saying that there were in house elections and I went to check it out, and I’m still here.
Nayana- If we advertised as the house as it is, do you think that we could get more people.
Joy- I don’t think that we should completely do away with the seats. People should have an idea of what they want to represent.
David- could you accomplish this with the way that you campaigned.
Joy- I think that is something that would be important in each individuals campaign. If we just have the senate and house, but if we say what you can represent in the house.
Ross- I have been a long time opponent of dropping the seat names. My major fear is that one organization would fill the house. If that happened, next year’s election would be really really competitive, maybe we need that. I think that we should drop the seats. We have the power to define what the new house would be and how to define it. We are here to represent something much larger than ourselves.
Macaulay- Combining it into broader categories but instead of having people run under a category, but after you are elected you become part of a committee.
David- I think the word government is very misleading but I think it is more of a union. I think the house has been a governing organization but it hasn’t been a union rep. The house hasn’t been able to track newly recognized organization. It hasn’t been very consistent. We now have our 3rd chair of the student life committee. How do you get the work done without coming across any problems and still representing the student orgs? I think that is why Ross wants to separate groups (money and student Life). If you have people running for jobs that they want to do and they know what they are getting into.
Dustin- what about recognizing and derecognizing?
Ross- It is very mechanical. We could debate whether we want to hand it over to OSL.
Dustin-I am sure Jay can come up with a list about the information about orgs.
Ross- OSL came up with a list already and it has helped a lot.
Nayana- we will be continuing this. The house applications are the same. And we need to change that.
Ross- It would be great if we could get some legislation out there, talk to your groups.
STRESS FREE ZONE Nayana- I want us as a whole house to make this transition. If there is no more discussion on the structure, I want to talk about the stress free zone. They want to take that out of the senate and make it a whole house project. And take the money out of the GL.
Phil- There should be operating funds, so we don’t need money out of the GL.
Nayana- The big thing is if you want it to be a whole house project.
Stan- A lot of people expected to have massages. Maybe it is something that we could add.
Joy- I like the idea of having a big project but I don’t like getting it out of the general ledger.
Phil- There should be money that it is budgeted for.
Nayana- I am getting the impression that you would be ok to make it a gnereal SGA projects if the money comes out of the operating budget.
Phil- I think you guy should be a part of it, wherever the money comes from.
Ross- Let’s talk about fees. WE have talked about referendum questions; we are talking about increasing the student activity fees. The idea is to put this question on the referendum, but we need to educate people what it does. We only want to put things on the referendum only if we can educate them. This is the pot that all the money comes from for the orgs. Are we all for pushing this question and making sure everyone is educated?
Ozell- I am definitely all for it. We should tell people what their money is going for.
Ross- We talked about tee- shirts that said something about ask me about referendum question. We talked about having a town hall meeting set up. It would be cool if we could get a panel of people who would sit there. If anyone can thing of something extravagant, let me know.
David- last year, everybody like the idea of the question, but no one wanted to educate people.
Nayana- There has a referendum committee that has been formed.
Ozell- how hard would it be to create a commercial? It could be played everywhere.
Dustin- Jordan Eberline actually tries to get student programming on channel 3 and we could play them on the commons TV.
Ross- The TV studio on campus is no longer being used by students; it is being used by Erickson retirement home. It only effects if we will have our own studio.
- How does that stuff slip under the radar?
Ross- money.
-To make something you want happen, it seems so difficult.
Dustin- is there a student advocate?
David- there isn’t a student advocate. There needs to be a student union rep.
Dustin- Should the athletics teams take sponsorships? It would cut costs.
David- donors aren’t drawn toward athletics.
Phil- I have heard that UMBC is trying to raise so many dollars, and there is a list of places where they can donate, and athletics isn’t on there.
Michael-Athletics does have sponsors; they sponsor UMBC as a whole because teams can’t sponsor a specific team. Athletes has been forced to raise their own money through fundraisers.
Macaulay- The question should be more targeted to administration, Should administration support something like athletics but not exactly. Phil was talking about so many millions in ten years. Administrations doesn’t want athletics being messed up. The problem is much deeper.
David- Referendum questions- what should students vote for that will actually be able to change? If you know that is something that will make a difference that is something, you should vote.
Macaulay- Student recreation fee question.
Ross- Are you talking about a question like should students have a say in how the recreation fee is spent?
Macaulay- There isn’t anyone to ask Charlie Brown the question.
Dustin- I just remember a tour of the athletics. I think with student support it might make administration make another look.
Macaulay- That is pretty much what I was trying to say. Student fees aren’t going to help build a new RAC. Corporate sponsorships are what we need.
Ross- I don’t know when the referendum group is getting together but I will make sure everyone knows when it is.

Carrie- thanks for helping the displaced walker students. We have managed to get them food. We will send thank you to those who have helped us out. With the executives, I went over the stuff that needs to be reported. I don’t want to stop helping the walker students but lets make sure we refocus in on the immediate stuff that is affecting the SGA. Question about the budget will be able to be answered.

Macaulay- There are always many people dealing with different issues dealing with athletics. I want to get all of those people together. So, we don’t have 20 different people having different meetings.

Announcements
Nayana- A USA Today rep has come to me and Steve wanting to come to the meetings to talk to us about the readership program. I am sure that everyone knows what happened in Walker. Carrie Mann called an emergency meeting to talk about donations, care packages, etc. Just contact people to see who else is working on what.
Dustin- There have been a lot of talking about people pulling down other people’s flyers.

Hamza- There is an X-ray project, showing victims of terror and the speaker is coming on Thursday. We thought that we should tone down the party. The speaker would start at 8 finish at 9. Is it possible for me to ask of additional allocations here.
Nayana- you want to propose a new budget here?
Hamza- we want to add $50 for pizza.
Nayana- I have never heard that.
Ross- We can amend it now, but it has to go through the treasurer first.
Hamza- It is a reception.
Nayana- We have to friendly amendment to change the name.

Hamza- we are downscaling so we are expecting people.

Ross- I think that it is too much for advertising. They said they would like money for refreshments. So let’s cut some for adverts and add more for food.
David- I don’t like to open the backdoor for the House
Ross- I would like to make advertising light refreshments instead.
David- You had no idea about the refreshments until tonight. That worries me a little.
Ross- It should go to a finance committee then it should be recommended to the house. What do you think Stan?
Stan- I think we should give some for adverts and some for food, but the group can reallocate it.
James- 50 to me doesn’t seem that much too much to me, but since it is so close, but what is left will come back to us.
Ross- you can reallocate within an event, we may need to look at it. We could give them 50 for advertising and they could spend it on marshmallows.
Carrie- I think there is a problem with changing a line items that aren’t previously submitted.
Hamza- The power to tax is the power to destroy. Is it possible to pass on a non-binding resolution?
Nayana- This is new. I feel that this is a little outrageous. I understand why. But we have never had to deal with this before.
Carrie- I think it is a very novelle idea to pass a resolution. I think there are many ways to address this issue without anyway passing legislation.
Nayana- The resolution can’t be made up today. Unless anyone else wants to friendly amend it and keep it.
Ross- we could say that we shouldn’t be allocated to a different event.

Nayana- The finance committee would fund one event, since the other event is the next day.

Nayana- This is for a Spring Tournament, food, fees and advertisements. They originally asked for 1000 because the chess club asked for it. We asked them for what they needed.
Macaulay- They wanted funds for the fall tournament but we can’t do that.
Ross- I think that we should just talk about this thing. I went to their fall tournament and it was very well attended. The place was packed. I think that it is the perfect amount to affect the community.

E. HL82-0607- Additional Allocation for College Republicans “CPAC”
- The CPAC traditional event that college republicans have been sent to. It is a large conference in DC with PAGs and conservative groups. It is a great opportunity to meet and exchange ideas. We intended to submit this with our official budget but we were confused. The money that we were requesting, we are open to anyone who is willing to come. Liberals are welcome as well. We want to send 16 students. It would be 250 for rooms. The hotels are outside of the district.
Carrie- if the conference is in DC, why are the students staying in hotels?
- There are a lot of events at night and some people don’t have cars.
- How do you select who goes?
- First come first serve basis. We will send out messages to our listproc. Last year our aim was twelve. More people than that go. It is a three day conference, it is the first weekend in March.
Stan- do you have a flyer, where I can find more information?
-CPAC.com. There are a lot of big name people.
Nayana- How much do you charge the sixteen people that are going?
- they don’t pay for anything. They have to pay the extra fees. Metro fees. Carpools to D.C.
-Where is the hotel and where is the conference?
- The conference is held at the Omni Shorum hotel.
David- Did this go to the finance committee?
- We have had some bad luck. We had contacted the treasurer over the break, but I had already submitted the additional allocation form and he didn’t get it till a few weeks later. We intended it to be on our formal budget hearing.
Nayana- Any other questions?
Ross- I remember seeing you in the budget hearing, I was surprised that it took so long. I think it should be voted on tonight.
- If you guys end up reducing this amount, it is more important that we get the hotel fees. We can get people to register for the hotels.
Ross- you can reallocate under the bill. Phil will notify you. We will email you tomorrow.
Carrie- I can send an email tomorrow night.
Nayana- What do you think?
Carrie- I take serious issue for students going to events in DC. The metro station is open till 2. Sometimes we can’t fully fund a hotel in Chicago or New York.
Ross- I agree with that. I know that a group can bond and grow staying in a hotel. You would really grow as a group being forced to be with each other in the hotel room. Being in D.C., I think that we should give them something for the hotel, but some should come out of their pocket.
Stan- We have to realize that something did go wrong with the papers. They say that the hotel is important. This is a really rushed situation.
Carrie- yes there were issues. We are still aren’t able fully fund a hotel for an organization that has a serious need for a hotel.
- The greenbelt station, is only up to 2 on weekends.
Carrie- we have other organizations that need the money to stay somewhere far away.
McCauley- if this was at a finance committee meeting, this is $70 per person.
- I don’t think we have spent a lot of money from SGA. Last semester we were rather self sufficient.
Carrie- 70 is a large proportion to what a student pays in student activities fees.
Liz- Where is the hotel that you staying in?
- The hotel is about 15 minutes farther away.
Carrie- Is that travel expense worth the stay? It is a convenience.
- If we stay in D.C., it is a lot more inconvenient because that allows more people to go.
Carrie- It is probably more expensive to stay in the hotel than it is to travel everyday.
Ross- my biggest problem with the college republicans, the big thing is CPAC, I much prefer to fund an on campus event. If they want to send their slice of student fees, then they should be able to. I think that should be 400 for each.
Nayana- I would agree with Carrie, considering other organizations, that we should not be funding something that is not a necessity. They won’t have to pay for food or the parking fees will be less. I don’t feel they need a hotel to participate.
Ross- The kinetic sculpture club doesn’t have anywhere to build on campus. You would be surprised how many people how many wouldn’t go if they just went for the day. That group really grew when they were forced to spend time together. I think that an experience like this will be good for them.
Stan- I say 400 for each.
Nayana- The hotel is cut down to 400.

KB- I have three of the five election board members with me. Matt Paige isn’t here. If you have, any question asked them.
Nayana- what do you plan to do with these positions?
- I asked someone yesterday what election board is all about. I know they advertise things and they promote, I am a visual arts major. I don’t really don’t know a whole lot that goes on with the election board.
Ross- I would like to know what everyone is studying.
1- I am Chris Crommel. I am a visual arts major. My favourite pie, I like pumpkin pie.
Dennor- My name is Denor, I am a poli sci major. I applied I wanted to get myself involved on campus. I went to leader shape and it motivated me.

McCauley- do you feel these individuals will help you fulfill your role?

KB- No.
Jess- I served on the board last year.
Ross- My biggest question for Matt would be knowing everyone, how do you stay impartial?

Ross- they want to bring people who are in martial together. They aren’t interested in competing and that is why they are in special interest.

Ross- They were derecognized 2 semesters. It is a new group of people.
David- SGA did vote to revoke the recognition, they argued that there was a mistake in the paper work. In addition, they weren’t derecognized.

Ross- But the same officers are the same and the last thing in there was the derecognizing.
David- I’ll look for it in OSL.

A. JL14-0607-Amendments to SGA Constitution and By-laws
Ross- is there anyone who wants this to be clarified? We have been talking about this for a while.
Nayana- One change, you h
David- the legislation itself, the very last clause talks about the to decide who is in the finance board… look who is the higher in the election and they get the first pick. The glitch in that is if there is a contest in the house, then the votes aren’t weighted properly. We should take this off the legislation and bring it back next week.
Nayana- I friendly amend to remove the last paragraph, and the “and” and change the further to finally.
Brady- I have no problem with most of this; the different boards are great ideas that will benefit everyone. All of us are invested in SGA and students of UMBC. We are an org who hasn’t shied away from new things. The challenge I propose is to take a closer look at the 5-member org group. I would like to remove the election and allow every student org to have a sit, this is about 230, I don’t think they should be in control of money. The elections and appointed turns people off. We should be serious about involving students, this would change the reputation of SGA. We would be offering these groups the voice. This is making this org an org with two prongs, one to tackle finances and orgs. This would make the meetings much more available to the organizations and the students. I don’t think that everyone will show up. If we choose to confront this, I am committed to this. This is a way to defeat the student involvement problem on campus. Many people that I have talked to have been receptive. I see people voting yes to this on the ballot. This is something the students can own. I would like to open up to questions.
Joy- Would all the students be receiving stipend?
Brady- No, the only requirement is one member from each org and it is up to the organization.
Joy- why would people go unless it involves their organization?
Brady- they can come here as students and resolve their problems. All students have real issues and we would be offering them a forum.
Ross- You did not mention a single organizational issue. Our body does not work very well. I would like to see a body that is to look at problems with organizations. Your body serves a different purpose. But lets not change our constitution. Lets invite every student on this campus, lets do it now.
Brady- The larger body can be a lobbying group for the financial board and a check on the financial board. Think about the voice that we would be giving for the student orgs.
Carrie- I think that many things in life and SGA are a process. I would hope that sometime SGA would have a body with 240 people. But we need to have a group that exclusively helps and supports our organization. I don’t think that this is the time for a 240-member body.
Brady- I argue that we are having a VP with a staff to support student organizations without a limit. We are creating a new VP office to benefit student organizations. if we create another 12-member body, the image of SGA on this campus doesn’t change. We are creating an elected VP office with a staff all to themselves. I think 250 members is a reach, but getting that capacity is something to work for. It won’t happen in the 1st two years but it will work towards it.
Stan- Over the past 7 days, did anyone else help you ask students about your proposal?
Brady- Yes, I had a few other students help me ask, we have been targeting the average students.
Stan- Commuters?
Brady- we did some in the Commons, I can’t give you a percentage.
Nayana- We these random students?
Brady- Yes. the interest is there. We aren’t average student, we can’t predict what will happen. This might fail, but I don’t think that is reason enough not to consider it.
Ross- I think that it is a long-term sort of process. Why don’t we pull together some town hall meetings. Why don’t we as an entire SGA work on things to involve as many students as possible. I would work with you to put this together. Let’s try to get those hundred students in a lecture hall just to talk about this. Did you talk to any organizational leaders?
Brady- I think that the town hall meetings are ebb and flow. They are great when they work. They are not written into the Constitution. Writing it into the constitution makes it a policy and a commitment.
Nayana- Why are you limiting this to the House of organizations?
Brady- I think that we can address as a two-prong body, rather than two single prong orgs. I didn’t target specific student leaders. I will work to make sure this is ready to be put active on day 1.
- Town hall meetings are a great idea, there is no set organizational body. This way there is an official body. In terms of long-term power, this will be more effective in the end.
Joy- I agree, even with elected people they drop. with 230, I think they will come only when they need something.
Ashley- I don’t think that 100% would ever come but even if you only had 60 people.
Brady- I agree, they don’t have 100% participation rate. If we get sixty people.
Carrie- I see this an entirely separate issue. This is much different than the student advocates. I think they are separate issues.
Joy- I don’t see why what he is proposing can’t work with this. Everyone will work together for student organizations. Every student organization can be represented and those things that the VP of student affairs can be presented in that the general.
Liz- There doesn’t need to be a body for their voices to be heard.
Ashley- You mention having a two prong body, what other type of universal organizational purpose, what would draw all the different organizations together?
Brady- long-term services. Orgs that have annual events. How can we increase attendance to events. I see a small org advocate body and small cabinet. All of these people are elected.
David- The vision has been affected, every student is a member of SGA, how do you make it meaningful and identify with organization. I think that it is all going to be in the work.
Brady- They don’t have a way to channel that.
David- Aren’t these just town hall meetings for a select number of people?
Brady- we are giving them power. I think that it is a foundation for this body to expand. When we have committee meetings but they only see us in small numbers. We can show them power in numbers.
Tabassum- I understand that is very difficult for a constitution to be changed. There are two issues are together on: what you decide to do with the new house of organizations. We made a commitment to make sure we are heard and seen. If we could make ourselves heard everyday, I would ask you to commit to it as an SGA.
Ross- You are concerned about 2 bodies doing the same things. I see it as one board providing resources for the orgs and the student advocates would address sports clubs, Greek life, those kinds of things; every year there are new issues. We are all working towards the same goal but at different angles.
Brady- I see them working as the same purpose. The hope is that you have a diverse array of organizations that have different purposes. I think this is creating a more diverse body that allows every org to have a representative.
Nayana- in the event that that would happen, that would encourage a more diverse people to run and encourage people to get their reps out there.
Brady- I think that creates competition.
Carrie- It would inspire them to advocate for themselves. It would encourage them to be active. I don’t think it would benefit student organizations to get rid of this small group. I don’t see this as the same changes.
Ross- There is no rule to the number of times the bylaws can be amended. Lets continue to talk about it. Maybe this can be in a different spot in the SGA. If it doesn’t go through tonight it doesn’t die.
Stan- I am ambivalent right now, diversity would be pushed but you don’t want to go to far at the end of the spectrum. I say let’s stick to what we have and see how it goes and keep Brady’s proposal together.
Ashley- I think that there will be some people that will be grossly under represented. I see this leading towards many factions.
Liz- I don’t think that there is a need, there won’t be a huge uprising immediately.
Brady- the VP of student organizations has no limit. They will have much more influence. There will be one position to be committed to answering questions of all the orgs. It is undefined.
David- Every house member present must vote to approve this.
Joy- does it have to be voted on today?
Carrie- There is nothing that says the SGA constitution can only be amended a limited number of times. This just says you don’t vote on it today.

Joy- They came to ask money for $5000, they asked for $7000 and they were cut to $1500.
Mathonie- That is the quote from the SAFE meeting. This money will not be sufficient to put this event together. We need a generator, staff.
Ross- the reason this is cut down so much is because we don’t want to give one organization all the money. We need to figure out a figure to make it work.
Mathonie- You won’t be funding the whole event. We are paying $8000 of our own money. We have spoken to people to get pledges and looking for sponsorship. As equity, this event is huge, we had over 700 people. We are also putting our own money in there.
Nayana- You are free to ask for another additional allocation meeting. Here we are deciding whether you are getting $1500 for security. We need to do it within the confines of the finance committee meeting, on Tuesday. You should turn in another additional allocation form.
Mathonie- Jambo Nite is a big cultural show from ASA to encourage diversity. It celebrates African heritage with lots of performances. Security is a necessity.
Stan- Last time I talked to Tokunbo, he said there was a problem getting electronics from the commons.
Mathonie- We can only get in there at 12 pm. Commonvision cannot get there and set up so we have to go to an outside contractor.
David- have you learned more since the safe committee meeting. As of Monday, it hadn’t been resolved whether the commonvision will be able to help.
Mathonie- We have to act as though they won’t be able to be there or else we could be in a big mess.
David- I was at the Safe committee meeting, whether they can get help from the commons will affect the cost dramatically. it will either be 7500 or 15000.
Ross- When did they go to the safe committee meeting?
David- Monday
Carrie- Why can’t they get in the RAC early?
Ross- because the RAC will not let them come early. Why haven’t they gone to a safe committee meeting before.
David- This is the second time they have been to the safe committee meeting.

Ross- they are getting the porridge shipped to them.
Nayana- they don’t know if they are getting the ballroom.

David- The oath of office may be that last time that it is recited.

Macaulay- I met with Charlie Fay, 4% overhead comes out of our budget. The university as a whole doesn’t earn interest on its money. We want to petition the comptroller of MD. It is a large project that we may have to unify the large number of universities.
Carrie- The budget: Readership, leadership, and stipends. I was going to talk about election ground rules. Email rules that you think will be important. Please give me suggestions. There are things you need from me on days I can’t be there, I am going to put a drop box on my door with a schedule on it on Mondays and Wednesdays.
Steve- rep from NY times to come and talk to us. Readership is still in the budget.
David- Application deadline is due Tomorrow. HELP get people to complete apps.
Tabassum- Volunteer for quadmania in SEB office. 4 hrs gets free concert. Dance committee let us now what is up.

Topic: In House Election Policy
David: Some years ago, SGA considered in house processes and set limitations because bringing people in selectively had limitations and considering them was taking a lot of time. We do not have legislation documentation that says what limitation is on the house. That number would limit the in house elected members to 2 at this time. We as the house need to decide how many we need to elect and decide.

Carrie: I witnessed this piece of legislation.

Ross: We were worried then because there were personality conflicts and took a lot of energy out of the body. Right now, I am not worried about the limitations placed on the body. back then, the biggest concern was to bring more people in. We should be careful and train the members who come in well. I don’t think we should arbitrarily set a limit on 2 individuals because there seems to be a need to fill a hole in the bylaws about how many people we let in

David: Just to be clear, the house and the senate get below half of their membership, they could add the members back, the limitations permit you to add half of the members back.

Carrie: I think it was definitely a different time in SGA, but I think we still need to have members that are not with alternate motivations. Take that into considerations, as numbers normally increase right before elections for next year. Consider not changing the membership and dynamic in the house drastically could change the hard work and rhythm behind the house.

Stan: To be clear, are we saying we have a limit of whom we can take right now?

Ross: We can say amongst ourselves we can only take 2 new members.

David: Yes, because we cannot have the original issue resolved right now.

Carrie: If you fall under half, you can take the certain percentage written of your membership. The total membership is for the percentage of the body exists towards the whole year.
I think part of the reason that we discussed this legislation was that we were not discriminatory. It would encourage the members to be selective. I think we should definitely say that the people selected don’t have a guaranteed seats in the SGA.

Ross: If they are all qualified, they can all be trained by me. I do wish to take on that responsibility. Thinking about changing that aspect of it, I would be interested in filling that gap and making sure

Carrie: Don’t forget that herein lies the problem, we have looked everywhere forever for this legislation. We cannot find it.

Joy: so honor college council teamed up with Tai Ji club, about a 100 people coming, held in the skylight lounge. They plan to charge 10 per person. Open to every one. What happen to other money? Were asking for 1000 cut down to 400.
Michael: so the honor college is not a school club is asking us to fund there event
Nayana: it is the Tai Ji club that is asking for the money.
Michael: so it there a reason why they are teaming up with the Tai Ji club.
Kary: this seems fishy.
Tabbassum: we don’t recognize the honor college council.
Nayana: it is the Tai Ji is asking money
Joy: it is open for everybody even though it says honor college mirror ball.
Michael: if the honor college wanted money they should go thru the channels.
Phil: this may be the Tai Ji is co-sponsor contribution towards the event.
Kary: is it still a co-sponsor if the honors college council not gives there own money, they are bringing fund from the “honors college” But not there own.
Phil: the honors college council does not have there own funds.
Michael: is it true that the money they are making from the ticket that they are selling going to the honors college council.
Nayana: yes.
Kary: so the SGA is going to fund the Tai Ji club for an event that the honors college getting the money and is not a SGA organization but will profit from funds given by the SGA.
Joy: they are not trying to make money from this event. They originally asked to break even.
Ross: the honor college has put up almost a dozen events and almost never breaks even.
David: if the house is going to fund this then the meaning of SGA recognized organizations go out the window.
Nayana: they are trying to be honest.
Ross: they don’t seem to be deceptive at all; it should really should come from the allocation pot. The honors college council should be call an organization.
Michael: so this body should fund this because they should be called an organization.
Kary: at the end of the day the honor college is not a recognized organization and they should be fund but I think it is time to take our policies seriously
Liz: at this point we should not fund them because we should be funding recognized organization.
Michael: the question is if we should fund this way or not.
Nayana: should it come from the house because they get it from other parts of the SGA.

Ross: the honors college is not letting the honors college council go.
Stan: we should be careful how we spend our money because there are other big things coming up to fund.

Joy: asking for 4900; put in 2900
Phil: we met with Lee in office of student life to discuss this; in the sheet with the expenses and funding they gave us in the finance committee meeting they list 1200 dollars that is coming from their carry over account. When we checked there carry over account today it had 4900 dollars available to spend. If we denied there fund and if they would be allowed to go in to debt and make it up in ticket fund. If they don’t receive this funding they would not need to cancel the event.
Liz: it doesn’t seem that bad to help them
Michael: 6500 is already going to the event and they want more to have this performer.
Stan: when u talked to lee and if they go in to debt. It is possible to make it back.
Liz: the rac is a HUGE place. To get staffing, to get table, to get security. It cost a lot, how do you know if they will break even.
Phil: will they had to turn away people last year.
Liz: the other big issue is CP has the same event the same night.
Kary: I am concerned the information is so different.
Michael: I think the one thing to keep in mind it that the event is going to still going to go on even if this is not given.
Joy: how much is go in debt would they go?
Phil: 2500 dollar but they would make that back with ticket sells.
Liz: last year they had a lot more of carry over. They are trying to get sponsorships. They have worked for it.
Kary: they already gotten 6500 dollars
Stan: well college park doing this same event at the same time, the ASA club may lose a lot of money.
Liz: this is the first time it has been on the same weekend.
Michael: ASA should have chosen their day better.
Liz: we had the date first, then college park chose there date.
Phil: Organizations that hold big events would tend break even on the events.
David: how much in the AA pool left for this year?
Phil: less then 10000 but I do not have the exact amount.
Ross: I know this is a huge event but for one event it is too much.
Michael: this not primarily for umbc students there are going to be other people attending.
Stan: if we don’t fund them, then will office of student life fund them?
Phil: no, if we don’t fund them then the event will go on but the performer will not come.
Liz: how many people go to quadmania? How much that cost? I am looking for a similar event.
Joy: basically cutting this means no performer and they would go in to debt.
Phil they would go into deficient before the event but office of student life is ok with taking that risk.
Michael: office of student life is still confident that they will make it back.
Lamya: the only reason we consider funding them more this is because it is a big event. It does not seem right.
Michael: even this money they will go into debt.
Randy: how is debt work?
Phil: if they are indebt they can not go thru the AA process.
Ross: with a contact of this size no money going out student pocket. It would take 250 people to come to get out of debt. As for quadmania is done by many other groups coming together.

Mike: I am concerned we are giving money to a no recognized organization, and not getting anything.

David: I want to mention to you some discussions that are going on in the Office of Student life, about student organizations management and process. We Identified 23 processes Student life. Tomorrow there will be a meeting of a little group to see if there needs to be any changes. So tomorrow I want to propose instead of having process relating to the condition of student organizations, punishment of bad behavior, enforcement of the five member rule, where the process goes student life hears something, everything is put into a file then goes to me, I look through it, review their constitution then pass that off to the chair of student life committee, and he shared it with the rest of the committee, it goes to the house, takes a vote, which is a recommendation to assistant VP of student affairs. 13 steps in all. The problem with this is if a hand off that was not made the right way the only person to know that is the last person to have that. So I want to suggest doing away with this and making a committee of sga member and Office of student life staff members. to do the entire review process.
Ross: will this committee deal with bad behavior?
David: The committee will do this to because that is step-by-step process too. The downside for sga to this is the students would not get much of a voice, they get a vote but it is not the same.

Carrie: we are working on dietary needs please email.

Tabassum: we are planning the stress free zone, with a beach theme. We are looking for volunteer.

David: stipend is what you use if you can not pay minimum wage.

Ross: writing up a letter to not impose a penalty on them but write a letter to them that we are not happy.
Nayana: what does a letter serve?
Ross: it tells them that we were not happy they misrepresented.
Ozell: so there will not be any action taken to them.

David: student organization leaders tried to steal money from the sga.
Phil: something has happened, SAE can’t make any events.
Ross: I think this penalization of the leaders is a better policy then the whole organization.
Carrie: I think at the very least we need to see what we did. We need to think what kind of statement we will give them.
Nayana: I think something should be done.
Ross: the misrepresentation of an event falls in to tier one. They need
Carrie: I think that is a really reasonable policy
Ozell: I think we should consider the time table now because there is not much time left.
David: it is hard for me to imagine, other then putting other students at risk. That there are more serious violations then stealing money

Carrie: we have policy and procedures and we sometime follow them and sometime we don’t. even though it isn’t the

Ross: I think it is weird that there is not a warning to them

Ozell: I think a written statement would be a better telling them of there faults.

Ozell: I think that we should deal with SAE then make the example.
David: the bad behavior policy talks about three tiers. One of the thing is that the house that choose the tier. And the chair just gives the punishment and it seems that we could have t
Ross: What is the process of what we do?
Ozell: to formally have a written statement of what they did and have them come in on wed and have them presented to the house.
Stan: in order to do that we need to know what tier they are in violation.
Phil: from the budget stand point we can freeze their funds.
David: we need to find out if they are guilty or not, and if the recommendation is guilty it should go to the house and they vote on the penalty. The house can do what it wants.
Ross: the very end of the bad policy, speaks about getting out of the bad behavior. Could we punish them if they come in with clauses?
David: yes they get out.

Ex-Officio Reports
Phil: As you know budget meeting tomorrow. Also house members who will be interested to rewrite the budget policy send me an email.

David: last week I mention that proposing a change to the process the SGA and OSL share, in the student recognitions process, enforcement of five member rule and bad behavior policy. I got a favorable response to that. I also got an additional request the five member rule should be rewritten and enforced. It is really difficult to enforce this policy because you have to go thru all this tracking. Last year SGA manage the information and didn’t do so well, this year osl managed the information and didn’t do so well either. Student life is asking to simplify the process basically by taking out the little steps. Part of the idea a secure organization loses their recognition, and they will have to reapply for it. What they lose is the right for reserving space and using their funds.
Ross: I think we should make sure the recording is handled smoothly.

Tabassum: In honor of the 40th Anniversary we are making an award for a SGA member that could be the highest honor.

Liz: I heard that an email that went out and there were some misunderstandings. There is a representative from ASA.
ASA Representative: when I read it, it is true they were being difficult. The problem we were having was we need money to fund the event on osl standpoint. I would have been happy with anything you would give us. I talk to almost everyone in the house. I heard it went thru finance committee, 2500, great, I was not expecting that much. Nayana gave me a call saying do you mind giving the money back after Jumbo Night, I said that is a great idea; we just need the money to run the event. When a student organization go out do big events.
Nayana: well we talk to osl. They said that if they didn’t have the performer they could still hold the event.
ASA Representative: well the problem with that is Umbc already sent out the contract to the performer and if he signed it we would have to pay that.
Phil: we also had a problem with your carry over funds.
ASA Representative: well some of the check had been cashed and some haven’t been cashed, so do I present a carryover with the money taken out or with them in.
Stan: do you know how many tickets.
Ross: what was tough for us is you said you had to have the money or the event won’t happen and that put us in a tough position.
ASA Representative: I am sorry how the email came out. And you told us to come back at the at osl deadline. After Saturday, you should write this in to the SGA budget.
Phil: there will be fall budget hearings and have the executive member to tell them how important this is.
Randy: I hear there are door prizes.
ASA Representative: we got sponsors for gifts.

Carrie: we want to move the course registration in the skylight lounge but not enough laptop. So Steve thought of funding laptops.
Mike: we need to make sure we have an accountability system

Carrie: it is sort of un convenient to do it in the basement of the library
Nayana: the laptop can be used for other aspects.
Carrie: I happened to do orientation this year with Patty. It would be worth asking the committee to have an SGA member present at orientation.

Ross: I don’t know. Even if they did, people don’t show up, they don’t put anything out to tell anyone to show up

Mike: why is the class not able to get funding from the department?

Mike: there will be a forum at the retriever
Nayana: SGA members should not get to heavily involved. Carrie requested people on the committee that will talk to the retriever editor, should not go. And you should not joke about cutting the retrievers funding.
Ross: personally as a represent of organization, I believe it is my duty to go.
Mike: given the method this particular discussion came about, so be careful.
David: the people who has grievance, have the right to have grievance but changing the retriever will not going to help.
Liz: the best way, to think about this
Nayana: it is not an issue about good and bad thing it is about the wrong things.
David: I see the people in the retriever writing just to make themselves that
Nayana: what is the way to solve they understaffed and freedom of speech.

Rep: basically it is have a food distribution of vegetarian food distribution. Next semester. The main thing we are trying to achieve is that good food can be obtained with out the harm of animals. We also want to have guest speakers, the cost of the speakers is the travel cost.

Ross: my thing as a charter organization, they never want to change the music they play. And we come in and tell them what to do. they would be no, but they would accommodate with the SGA.

Ross: if you read the facebook comments they say nothing goes on in UMBC but stuff does happen.

Carries: things like who knows about, who knows better about stuff then the SGA, there is a lot of things that we could do to put that info out there.

David: first of all the changes in the student life committee, like the five member rule and enforcing it. So I took a shot at rewriting the SGA policy shared it with other and just to see the mistakes and I want to send that out to you. So you can approve it.
