Call to order

Correction: Pointed out minor issues with attendance and contact information. Listed Emily as late, when she was absent.

Pre Meeting discussion

Next weeks meeting: Extravaganza starts at 7pm, will start setting up at 6:30. What should we do about this?
Wrap up at 6:30pm, we can’t skip the meeting. Decide to start the meeting at 5pm. Stefan will be late, has class.
Yasmin: Schedule orgs at 5?
Harsh: Yeah. Meeting will go to 6:15 or 6:30.

Calendar of events: People still can’t see calendar. Google it - is now public. Called Finance Board funded events. Add it to your gmail.

Capoeira:
Yasmin: Met with them with big event. Talked about meeting with treasurer. Now they are looking for a total of $1200 instead of $3000 (for the flight of masters), they felt like that part was most beneficial. Still feel like that’s a lot for club with only 5 members, suggested they advertise. Not sure if you guys want us to bring request to finance board.
Emily: Was told in prior years they just funded themselves
Yasmin: I think they’re trying to build relationships with finance board wat more members. Want to become a bigger org.
Emily: Will only benefit those 5 members.
Yasmin: just trying to become a regular club.
Harsh: Seems to be big community of non-UMBC students. 60 other people are the main beneficiaries.
Yasmin: would you be willing to reply? I feel differently.
Harsh: we have not seen a UMBC student from their org. at meetings.
Yasmin: Does anyone feel strongly enough to express feelings to them?
Emily: I don’t think he (president) cares. I will do it. He wasn’t serious about it. Prior pres dropped it.

Taiwanese Student Association: TSA Big 2 Tournament
Card game tournament. Card game in Taiwan: Big 2. Will be tutorial: rules for people who don’t know how to play. Not charging all students. $400 request, $200 for food $100 for decorations, $100 for sound system. Around 7-10pm. Balloons utensils cups 20 tables, 4 at each game. Rules guidelines as each table. Have invited Johns Hopkins TSA, collage park TSA, Georgetown TSA Towson TSA.
Questions:
Harsh: How many people are you expecting?
TSA: 100 To 120 people. Prizes to 1st, 2nd, 3rd places. Taking this money out of our treasury
Yasmin: charging to play?
No.
Harsh: Where is it going to be?
Skylight lounge.
Yasmin: is this booked already?
Yes, invites have been sent out. Start setting up at 6pm.
Emily: If you weren’t funded, how would you hold this event?
We don’t have sufficient funds, will ask alumni, regional grant from National Board of TSA. Will be hard to get money for them. They need more than 200 attendees to fund the event.
Yasmin: Big event for the semester?

Yasmin: Said they were charging last year.
Harsh: concerned about inviting people from other schools.
Emily: should charge them, but not UMBC students.
Yasmin: that’s the way some of these groups work. Not that big of a deal.
Christine: Don’t want $100 for decorations. Cut down.
Yasmin: $50?
Harsh: should we split up $50 utensils and $50 decoration
Yasmin: could give them $50 for supplies and specify in legislature.

NSBE
Conference. Pay to be a member, you didn’t want to fund trip to conference. You don’t have to pay to be a member. Can go to conference without paying. Can do all sorts of things without paying. Only if you want to be affiliated with the national org.
Harsh: When is this conference?
NSBE: This Friday.
Harsh: Its probably too late to get funding now.
Yasmin: We had other issues with funding it. Conclusion we came to with sports or hobby clubs: has to follow what constitution says. You need to amend your constitution. We follow what’s written. We are also tight on money; we talked about benefit of conference. We discussed that. You mentioned networking.
NSBE: About competing, undergrad research. One of the largest student run orgs on campus. More students get these resources.
Harsh: Student activity fees are more for campus events and less for conferences.
James: Careful with council of majors.
NSEB: What kind of events do you fund?
Harsh: Usually on campus events. Do sometimes fund conferences: Filipino Student Association. Like a leadership conference, wasn’t for career resources.
NSEB: We also do things to help promote growth of engineering. Have other workshops. Not like a big career fair. Advice and tips on the engineering field.
Harsh: We have to go by your constitution. You do charge members, restricted funding org. Was the policy as well as some other issues.
NSEB: For future reference, do you fund groups like go club, chess club?
Yasmin: Yes.
James: Those were funded because of monetary amount and the number of people going. For Go Club the cost per person was reasonable. Have rejected other conferences.
Harsh: those orgs were not restricted orgs. We would recommend changing that in constitution if you don’t charge students. You will then be fully funded org.
NSEB: We are restricted? We didn’t receive any information like that.
Harsh: Yes. When the org was created or, the last time you updated your constitution.
Would have been helpful to have an email sent out regarding the change in status.
Harsh: This may have been an oversight with the previous Finance Board.
Christine: We are very aware of monetary issues right now.
Harsh: If your not restricted, you should get that changed.
NSEB: We have both fall and spring conferences. Want to make sure there is no issue with this in the future. Will go change constitution.
Yasmin: Do you know where to go for that?
NSEB: Yes.

Honors College & Ballroom Dance Club: Latin Dance Night
3rd one held. Last two semesters. It’s an effort between the honors collage and ballroom club to have beginners dance night. Will have lessons. Open to entire campus. Had at least 100 people last year. Music being played. Social as well as dance event. 3 or 4 performances throughout the night.
Questions:
Harsh: What time?
BDC: Lessons from 8 to 9, social from 9 to midnight
Harsh: where is it being held?
BDC: UC Ballroom
Christine: What kind for food?
BDC: Tried to buy in bulk. Some people would contribute food. Tried to make it healthy but not expensive. People who can’t dance will stay for food.
Snack food, not dinner?
BDC: Yes.
Stephanie: How are you advertising?
BDC: Spotlight, LED screens, Facebook, flyers.
Harsh: Is this the ballroom dance club asking for the money, or both?
BDC: Ballroom dance club.
Emily: How many people?
BDC: Hoping for 150 could get more. Long night, some just come for parts of it. Maybe about 225 altogether, depends on advertising.
Harsh: Free?
BDC: Yes
Yasmin: What will your Audiovisual be?
BDC: Sound and lighting. Providing our own performers - not getting paid.

Yasmin; good event. Don’t need that much for marketing, wont be able to get banner before then anyhow. Might want to cut it down.
Christine: Had issue with food. Do they need $500 for snacks?
Yasmin: Seems ok. They do healthy food. Not chips and dip. Similar to the meeting food we funded.
David: Honors college council - this is an org. that is captive of the honors collage for the purpose of UMBC’s recognition, doesn’t exist doesn’t have control over its own funds. Honors collage says if they break away will not fund them, may come back for funding request at other times.
Yasmin: I think this is an event that we should go to since they will be having it every semester. Check if it’s worth funding in the future.
Harsh: Why did we get this request so late?
Yasmin: scheduling problems, submitted in May but I never got it. Going to talk about it with David.

James: This raises point: Chartwells is being ridiculous/ unreasonable. Have you talked with them?

Harsh: We need to encourage orgs to go off campus for food.
Yasmin: If admin wants to pay price they can do that, but we wont fund it.
David: Could say if you’re not at our meeting at x time then we wont fund orgs for your food.
Yasmin: We have no wavers, we should tell other groups they can get food off campus

Sodexho wanted to have waver forms for any food off campus. Chartwells not interested in knowing.

David: Refer back to restricted funded org: restricted org wants to give out pie and we allow it. Now an unrestricted org wants to give out hot chocolate, and we are saying no.
Harsh: We leaned from that previous event.
Christine: have no problem, not their fault, also giving out gospel messages.
Emily: Why hot chocolate?
Christen: people might not pick it up otherwise.
Steve: Cut it down.
Harsh: Should we start giving out money to groups that want to give out food?
Yasmin: How would you cut it down? Very hard to do without catering. We just won’t encourage them to use Chartwells.
Stephanie: They are planning to do it anyway.
Yasmin: I think adds to student experience. Good campus life thing, really college like event.
Harsh: what about their mission statement?
Christen: They have stickers with messages.
Harsh: IF Paksa decided to put stickers on their kabobs, would we fund them?
Yasmin: Religious messages are different, if kabobs were inspirational or cultural would be ok with it, but would not fund $400.
David: Don’t think of it as food, think of it as advertising. Comes packaged as food makes advertisement effective.
James: This is the same as paying for pizzas at a meeting. People might actually read the stickers. I do think that it’s a bit expensive.
David: I would have voted against pie, we should not be promoting advertisement for restricted org.
Harsh: how much to cut down?

Harsh: not funded for on campus speakers.
Yasmin: that one time we did not fund gifts was when they were for recruiters.
Harsh: can fund the gas and gift for outside speaker.

We went to the safe meeting and discovered that some of the cost we didn’t need, and some we needed to allocate elsewhere. Treasure forgot to put flyers on there, we are getting off campus. Decided to do chairs for the event. Forgot to put the DJ on there last time. Thought stage would be better setup with chairs, mini walkway

Christine: you can’t get anyone to do it for free?
SASA: No.

Yasmin: If your providing mix for DJ. Can provide with laptop and ipod and Simon can do it for you at event. For whoever is running sound.

Harsh: You asked for another 60 for flyers?
SASA: She forgotten to put on there, $299 allocated for market, somehow got cut to $60
Harsh: The reason we cut down is we didn’t feel we needed all that - can use SGA free flyers.
Yasmin: The request for marketing - they got that.
Harsh: you need another 60?
Emily: what would you do if we didn’t give you DJ?
SASA: We would have to look for another DJ
Christine: I know a DJ that would do it for free. Can ask around campus.
Harsh: My issue is that if you have mix for whole show, couldn’t you have someone from org do that? Why do you need a DJ?
SASA: Have them introducing people. None of us can just stand there and DJ. We have a deal with Sigma Beta Row, $400 isn’t for full cost, they are paying for half of it. If you wanted to cut it down, we can talk with them about paying more.
Christine: how much are they paying?
SASA: I’m not sure
Yasmin: it’s not unnecessary, I just don’t think $400 is something we want to fund.
Harsh: don’t need someone to play their mix.
Yasmin: Do you have carry over?
SASA: I’m not sure how much.

SASA: We don’t expect that many off-campus, idea thrown out by safe meetings.

Elections extravaganza coming up. Promotional during Halloween fest on Friday. Sent around sheet to volunteer for extravaganza. Time period critical between 7 and 9.
Yesterday had meeting with cellular solutions. Want to put six units on campus $26,000, would make money back and less than two years. Trying to talk with people in the commons.
6 weeks left in the semester. Emily has been recruiting people to run for SGA.
Book swap. Put in books you have up on myUMBC and books you want. Involve SGA facilitating that.


David: General issue with how much orgs know about SGA situation. Current financial issue with SGA is not well known, needs to be. Important to communicate situation to orgs. Now that we have fewer allocations at the end of the semester, we should spend time thinking about how to deal with this issue. Change is hard to explain to someone sitting in the room, even harder to explain to people who are not.
Harsh: Should tell them at the meeting ourselves.
Christine: Beginning of the meeting.
David: Have to be careful because saying you’ve given out money does not say anything about quality of events you are funding.
Emily: when groups try to ask for money, do they know what they need to do?
Yasmin: On back of allocation request has score sheet.
Emily: could we write a new one that states issue.
Yasmin: emails are great but would be more beneficial to have one on one conversations. Need to be confident about our decisions, but need to address issue of being out of money.
David: SGA trying to stimulate better campus life, but quality of campus life in jeopardy. Will be even less money as time goes on. People need to have better understanding of how fees are getting spent. Word has to get out. Six months till elections.
James: That is about 70% for reason of graph (see previous minutes). You are face of SGA. Need to think of that.
David: People are always going to be complaining. Will have to say no sometimes. Have to see how this fits into the bigger budget picture. Big projects over past couple years cannot be fully funded now.
Dinner with orgs is December 4th at 7pm - skylight.
David: Need 5 slides about reason to increase student fees (less too vague, more too complicated).
James: Putting graphs up?
Christine: Your presenting at the dinner.
Emily: Why do we want to increase student activity fees?
David: all other fees have gone up, now students want to attend event for free.
SGA has gotten more ambitions in terms of scale of projects. Bigger expenditures, SGA has been less ambitious in past.
Emily: Students who haven’t been to all events or conferences might not want this increase.
David: Ideally, value of events more than $75.
Yasmin: SGA helps make these events possible.
David: Have to show people where is money going. People will look to you. SGA can’t continue to spend at the rate it is spending - projecting $80,000 expenditure deficit. Would need to project how much student life would be effected if we to cut that much from the student budget.
Emily: People not as involved in events wont want to pay.
Yasmin: We should sit down and look at budget. SGA does other things for campus than fund orgs.
David: Looking at the budget may make you more cautions, about spending.
James: Conference arguments. As a government org you do lots of things to provide services people may not be using. For example with State Gov: I may not use all roads, but money is still needed to fund them.
Stephanie: Most people on campus are aware of today’s economy.
Harsh: Wouldn’t be more than a $10 increase.

1) Matthew McNey: Chartwell’s re-started their meal plan since Saturday. Everyone’s lost the meals that you would’ve had over the weekend. They will not refund either.
a) Jen Kent: When did you talk to them?
i. Matthew: I haven’t talked to them directly. I’ve talked to staff though. I’ve talked to them over the weekend.
b) Jen Kent: they’re not swiping anymore.
c) Matthew McNey: I just think the SGA should get to the bottom of it. It’s something that impacts students.
d) Whitney Torchia: emailed people from the committee. I’m waiting for them to get back to me. This morning, they tried to swipe. It’s more of campus cash than with Chartwell’s. Some work, and some don’t.
e) Aditi Srivastav: I just want to eat so I’m going to have a conversation with someone. I’m paying a lot of money for this.
f) Jen Kent: I think this is something that’s time sensitive. I think that e-mailing is not going to be efficient.

2) Rahilla Tarfa: Brian and I… commons advisory board meeting: Dippin dots machine in the game room. They were talking about moving it to the UC but some people are saying the game room is more central. It depends on future planning. Thinking about having XM Radio in the pub. They use Pandora right now. They’re not sure if broadcasting from Pandora is legal. They’re thinking about having American Pool Players Association come to UMBC. Team of players and pay a fee… go to Nationals. Maybe go to Vegas to play. Very flexible because people that don’t play can join.
a) Gabe Rettaliata: anything else about Social Justice Theatre?
i. Rahilla Tarfa: nothing this week. I’ll update you guys if we talk about this.
3) Sunaina Khandelwal: RSA met. Pumpkin carving. Big thing is a proposal is On the Hills. RSA approved it. Happening November 17th.
a) Jason Brand: we haven’t actually finalized it. It depends on what space we can get.

c) Rahilla Tarfa: I was going to ask where it’s going to be since it’s going to be cold
i. Sunaina Khandelwal: Yea, children center
4) Simmi Singh: I was just saying First Year Council met last week. President Hrabowski came to our meeting. Mentioned transcript fees, library hours, etc. He said we basically just need to have a fee for it. Overall, it was pretty good.
a) Matthew McNey: even though he brought up fee a lot, he brought up good ideas. Ad in the paper which would talk about non essential activities on campus that we could eliminate.
b) Whitney Torchia: Is there any specific feedback that Hrabowski made about transcript fee?
i. Simmi Singh: I’m applying to a lot of internships and he said it was a good thing that it’s not. I told him that our transcript fees are a lot higher… and then he basically said other colleges have a lot more money than they do.
ii. Dave Hoffman: 2 points to take away from what he’s saying: unlike College Park, UMBC gets less money than College Park. Point number 2: lots of UMBC students apply to graduate school. Unlike other institutions, the demand is so heavy here, cost of people implementing that is going to be higher here. He is well versed about it which means that he’s been aware of the conversations going on about it.
5) Chidi Ukonne: Harbor hall multipurpose room. Staff meeting. The concerns that they had was that Harbor is a residential hall and they need to be swiped in. Right now, I don’t think that might be considered until the swipes are taken care of. Also, we’re trying to get different organizations for requests for movies for diversity. Thinking about sending out an e-mail. I don’t know how effective that’s going to be. We’re just trying to get more diverse movies. I don’t think it’ll be possible to get all the organizations. SGA has allocated money for DVD for the library. We’re trying to reach out to a larger crowd. We don’t want the conventional movies.
a) Jason Brand: my friends and I like the selections that they got but it is lacking.
b) Whitney Torchia: I would say more recent that’s more appealing. Just maybe suggesting new movies as soon as they come out in theatres.
c) Chidi Ukonne: we have to get rights for it so it takes a little bit longer. There’s also a facebook group that have recent movies that they’ve gotten.
d) Aditi Srivastav: we have to get permission to get mass amounts of movies to be rented out?
i. Chidi Ukonne: if it’s a movie that people can be taken out of the library, you have to get a license. Jen Kent: I think the biggest problem is that people don’t know about it. You should definitely get more popular movies and recent ones. You just need to figure out a way to advertise it properly.
e) Jason Brand: has anybody suggested a waiting list/reserved policy? Maximum movies to be taken out, possibly. I know people have taken out 10 movies out at once. Just to keep good movies on the shelf, maybe 5 movies at a time.
f) Yasmin Karimian: maybe a suggestion box? If they don’t have it, you could just drop a suggestion.
g) Chidi Ukonne: you can’t buy everything that everyone wants to see.
h) Rahilla Tarfa: I thought there was a limit. I know that if you want to check something out and someone’s already checked out, you can reserve it and they’ll tell the person to return it sooner.
i. Tasha Ebhomielen: you can keep the DVDs for a week.
ii. Aditi Srivastav: they send out an email saying there’s a waiting list for it.
i) Jen Kent: did you like do one mass order or is it rolling?
i. Chidi Ukonne: it’s rolling.
j) Jen Kent: you can put it in those poll things or something
k) Amber Spry: I think maybe investing in different advertising tactics can help you guys. There are handwritten signs out there. Don’t just advertise in the library. In doing that, you’ll attract more people. Probably people that don’t even use it will make suggestions and will use it more. I would put the money into advertising.


C. Moving SGA Retreat Date- Steve Gilmore
1) Steve Gilmore: Met with Lee last week. One of the things that came up was school calendar next year. Next year, classes will be starting on Monday. New students will be moving in that Thursday, convocation will be that Friday. SGA has to be on a different day anyways. For those that are part of SGA can’t be Woolies for Welcome Week. One of the things I was asked about was possibly moving SGA retreat earlier in the summer. That would mean we’d have our retreat would be Thursday-Saturday, etc. If you did that, people that want to be Woolies could be a part of it. What would be different though is different environment. Different dynamic. Since we’d move it up, members of SGA now will be a part of planning. Would more people be able to come if it’s earlier in the summer? I just wanted to put it out there. Suggestions? Comments?
a) Jen Kent: I think you might lose attendance because of travels, internships. Benefit of doing it that way is that theoretically people can work on their projects earlier on. Conversations earlier which would be beneficial. People that aren’t on campus can’t really do that easily. I just don’t want people to lose motivation. I just think that part of the retreat should encourage people to start working on it now.
b) Gabe Rettaliata: when do they plan on doing Woolie Training?
i. Steve Gilmore: it would probably be that Monday. It was just Lee and I. I’m meeting with a bunch of people to speak about future orientation stuff. Last spring, we thought we had to have it worked out and we’d be a part of Woolie training. Every year, not even Woolies… even RA’s as well. That’s an obstacle coming in.
ii. Aditi Srivastav: have we ever thought about doing it when school already starts? I’ve never been to retreat because I was a Woolie. Would it really be that bad if we do it the weekend after freshmen walk in.
iii. Steve Gilmore: attendance might not be up. People have other commitments and clubs. Usually first few days, nobody has going on.
c) Jason Brand: I just know that there are such things CAB reps. They help RA’s put stuff up.
i. Steve Gilmore: they don’t want people to move in the same time as RAs. They want the RAs to be trained first.
d) Yasmin Karimian: suggestion is to do it right after exams… before summer. Maybe beginning or the end.
e) Brian Frazee: I think that doing it the very end of the school year would be good. I think it’s a good opportunity to get stuff done.
f) Mike: welcome week trickles on for about 2 weeks.
g) Rahilla Tarfa: I don’t feel confident having a retreat after finals. Aren’t we supposed to move out right after finals?
h) Dave Hoffman: I think there would be issues as well. I think it’d be great to do something at the end of the school year. Challenge is that retreat takes a lot of effort to plan.
i) Sunaina Khandelwal: after finals, I’ve lost it. I’m just ready to get out of here. I would not be dedicated enough to go to the SGA retreat.
j) Steve Gilmore: I’ll talk to RSA about it.

VI. Project Update

A. Increased library hours
1) Sunaina Khandelwal: Harbor multipurpose room. What I’ve heard back, they said make a proposal with RSA exec board. Submit to RSA and CAB to see what they say. If it gets approved, you’ll have the multipurpose room. Mentioned swipe access part… you can get around it. That one door can be specifically turned off. If not, you can put a chair there. I feel like we’ve made progress. We’ve gotten through the administration.
a) Rahilla Tarfa: would you be willing to take steps to ensure that if we designate MPR that it will be quiet. Possibility that people could just walk in there to eat and laugh.
i. Sunaina Khandelwal: it would be part of the proposal.
b) Chidi Ukonne: MPR has to be neat and tidy. How are you going to ensure that people won’t leave trash and that people can leave it organized?
i. Jen Kent: We do have housekeeping people. We’re adults… and we know not to. If it’s a problem, there’s still housekeeping people there. I work in Erickson and we let people reserve Shriver center all the time. Outside people have come in and that hasn’t been an issue.
c) Rahilla Tarfa: the way that tables are arranged doesn’t seem very conducive to learning.
d) Sunaina Khandelwal: I think we’re just looking at it as an alternative.
e) Brian Frazee: as long as there’s a trash can in there, trash wouldn’t be an issue. You can say that about the library and the commons as well.
f) Gabe Rettaliata: last week you were a little unsure about finishing before the end of the semester. You feel more sure now?
i. Neketa Kakar: we were supposed to set up an appointment and we felt like we weren’t prepared at first.
ii. Sunaina Khandelwal: I definitely think we made progress.

B. Stress Free Zone Revamp
1) Jen Kent: committee members are working on their specific duties. We have a meeting this upcoming Monday. Again, we need free things. If you have any friends that works at Best Buy, etc. ask them. If you have a personal connection…. We’ll take anything.
a) Chidi Ukonne: the graduate office on the second floor, they usually have the UMBC diary for the semester. They always have it there for free. I don’t know if they’ll give you some.

C. Reaching out to International Students
1) Chidi Ukonne: international students. Met with Roy, one of the education services staff. We went over the program. Concerned over the fact that we don’t want to do something that another group is already planning to doing. Most of the stuff is tied to what we want to do.
a) Amber Spry: the way that they’re doing it is a little different from us. We wanted to do something bright and exciting, theirs is just “oh, international”
b) Chidi Ukonne: agreed that we’d have a big thing next semester. For this semester, one of the days for international week, we’ll have a video montage. We already started shooting the interviews. First person we interviewed was Paula.
c) Amber Spry: If you guys know anyone with unique experiences… especially good talkers. Someone who would hold an audience. If you could e-mail us or let us know… that’d be great.
d) Mike: what’s the time frame on that?
i. Chidi Ukonne: November 17th.
e) Gabe Rettaliata: you’ll have a video showing that?
i. Amber Spry: we’re also going to use for international student week. we’ll use that as advertisement.
f) Gabe Rettaliata: once that gets wrapped up, you’ll be good.
g) Chidi Ukonne: we have a list of the international students on campus. we’ll interview a lot of people.

D. Black and Gold Campus Signage
1) Aditi Srivastav: Whitney and I just talked today… 12-1 on Friday. We’re going to look at the 40th anniversary binder. Layout where everything was when they put up the banners. Jill and I talked about 10 minutes about it. She said we have to be pushy about it because a lot of people in OIA… students aren’t their first priority. It’s getting money from the alumnus. She said it’s not like they won’t help you but you just need to be pushy.
a) Whitney Torchia: look into getting drawings and talking to Adam. We’re going to go from there. Set up a meeting. After Friday, we’ll set it out.
i. Steve Gilmore: if you need persuading power, you can mention that we put up gold signage all over campus during homecoming.
ii. Aditi Srivastav: yea, they definitely noticed.
iii. Rahilla Tarfa: I was just going to ask who did that.
iv. Steve Gilmore: we just found a site that made signs for a dollar.
v. Dave Hoffman: get posting policy changed because things like that shouldn’t be against the rules.

Next week is election night extravaganza. We’re getting posters tomorrow. A couple of banners as well. They’re approved by Res Life. I also have full fliers as well. Thursday 3:00, mask making party. Also, I want to do a promotional thing during the Halloween Fest on Friday. I’ll send out more details. Get people motivated. Today, cell phone charging unit, they brought the unit today. Showed a few things. They have a proposal for us. They want to put 6 on campus. It’s a hefty contract. It’s $28,000. If we go with that, they handle all the advertising. We’ll earn our money in less than 2 years. If we get our own advertisers, it will be less than that. If someone takes on the amount, within 2 years, they’ll get money back. We have to talk to more people about that. Random fact: 6 weeks left for the semester. Also, Michael and Amir’s idea last year. Bookswap. Instead of trading a book for cash, it’s trading a book for a book. It’s a program that we’ll be responsible for maintaining. Ideally, instead of selling your book and getting another book, it’ll be an easy way to handle that.

11) Dave Hoffman: Also, for election night extravaganza, we want to get lots and lots of pizza. It’s going to require a lot of SGA volunteers. One of them is giving out food. It’s going to be an all hands on deck moment for SGA.
C. Yasmin Karimian: I’m starting to do research for long term money issues. Came up with ideas last year. Hired an assistant last week. We’ve spent 70,000 for Finance Board out of 150,000. If we don’t get a student activity fee increase, we’re going to be in trouble. Not yet, but we’ll be setting ourselves up for it. If we get activity fee increase, we won’t get it for another 2 years. Looking into investment for money. James did research on this awhile ago. Also I’m going to research on sports clubs. Does anyone know the issue is about sports clubs? Couple of years ago, worked with athletics saying they’ll take on the funding for sports clubs. They took about 23 organizations. They don’t have an allocation system. Sports clubs can only deal with that amount of money. Sports clubs that need $5,000, they only get $2,000. Some clubs don’t get recognized by the athletics but we can’t fund them because we made an agreement with the athletics already. I’ll be sending an email once we narrow down once we know what to do. What if SGA could sell UMBC gear? What if we funded it and sold it to students? That’s not something that’s coming up yet. These are things we’re coming up with. Sometimes they run the bookstores or the spirit store. It’s a little bit out there but we’re just trying to think of ideas. I think in the long term, it will help us sustain our spending. Just ideas. I’ll send out an e-mail probably by the end of the week.

a) Yasmin Karimian: if we make it appropriately, yes. Just simple things. Maybe just Retriever Fever signs… we could sell that.

c) Yasmin Karimian: the money goes into a big pot, the University Pot. It’s just ideas coming up right now.
D. David Hoffman: 8:00 tonight… SEB is showing Re-count. I’ll be facilitating afterward. Transit services will provide transportation from Commons Circle to Catonsville from noon to 6 on Election day. As a part of election night extravaganza, commons is providing coffee and hot chocolate.

A. Whitney Torchia: We have a new live Chesapeake Retriever now.
1) Aditi Srivastav: one of the PR girls from the athletics department takes care of it.
2) Jason Brand: they are having a naming poll. There’s Champ, Grit, Gritty, Believe. It needs to be True Grit.
B. Rahilla Tarfa: past couple of weeks, we’ve had robbery on campus. I don’t know if anyone saw the one that happened off campus. While we still haven’t had an issue where we had to press blue light… I think we should get together to have a campus safety walk.
C. Amber Spry: we’re having Halloween Fest on Friday. I think Silva still has some more in the office. Word of mouth, advertise it as much as you can. It’s going to be really exciting. We have people making slime. Costume contest. Guess what’s in the box thing. I’m really excited and I don’t even like Halloween.
D. Dave Hoffman: created facebook group for election night extravaganza tonight. Each of you try and invite 100 more people.
E. Yasmin Karimian: I would love to see if we could outbeat SEB in showing up to these events. Especially during Halloweenfest. SGA is doing the candy apple making station. Make sure you are representing us. If you’re available, please be there.

Accurately Conveying the Finance Board’s Views
Harsh: Noticed a negative comment about the SGA on a org’s Facebook page claming SGA had forced org to raise the price for non-students. I responded saying that we had only suggested it. When I went to print out the comments, I found they had been deleted. It worries me that the Finance Board is being misrepresented.
Yasmin: We knew when we accepted these positions that there were going to be people who weren’t always happy with our decisions. I would not worry about it.
Harsh: Event is still free to students, but non-students were angered.
James: The people who were angry about it were off campus.

Quizbowl is not coming, Poli Sci did not meet Monday deadline – will go next week.

We had a meeting with Chartwells, they told us we were not going to get a better price at that at Sam’s Club. We are now funding food on our own. Bringing lots of things from home. Cookies from subway. Going through Caspian (local market). Cut out some food costs, tried to buy a lot in bulk. Sam’s Café, changed count to 300 (they thought it was higher), our price went down by $150

I apologize; our treasure was supposed to be here but is not. Need total. Last time we requested funds and you asked us to do more research on the cost and try to raise money on our own and come back to you. We got the speaker of Transgender Day of Remembrance for $750 plus transportation. We got our contributions raised to this amount of $750 so now we have cover the cost of the speaker. We now need the amount for the flight, hotel and car.

James: How many more events do you think you will need funding for?
FA: This semester is our last time. We got fundraising for world aids day. That would be the only event we needed funding for.
Yasmin: How are you advertising?
FA: Free black and white flyers via SGA and black and white flyers from the Mosaic Center.

Issue with last weeks vote for Yalda Night. Minutes incorrectly state that one person abstained from voting. This number is actually 0.

Pre Meeting Discussion

Issues with members interrupting each other and orgs talking during discussion
Harsh: Have had some past problems with members of the Finance Board interrupting each other. We have also had issues with orgs giving input during discussion time. This has affected our ability to vote in the past.
Yasmin: I think it should be our responsibility to either correct finance board members, or tell orgs to refrain from comments during discussion time.
Emily: What if we want to ask questions during the discussion time?
Harsh: You can ask them questions.
Harsh: We also need to try not to interrupt each other during discussions.
Stephanie: Couldn’t we raise our hands if we have a comment? I know some of us do already.
Yasmin: I think its ok to ask a typical question, but if discussion is heated, its easer if we raise our hands. It’s more cordial.
Decision on that as etiquette for future meetings.

Yalda Night:
Harsh: Steve vetoed it on the ground that it’s a lot of money for food, especially for1 third non-students. These non-students were also being charged, so we would be basically putting $1000 into PSA’s carryover.
Catherine: I think we should not fund the 1/3 that are non-students.
Emily: I think we shouldn’t pay for the $1000. Subtract this from total.
Yasmin: I am still confident in my vote from last week. Think this is case where food is important for big event.
Stefan I agree with Yasmin, went to this event last year. The food was defiantly an important part of the event.
Harsh: Food is important but we can take out $1000 for money made for non-students. Should not affect the event. They could come back and ask for money the next time they have an event. Need to be careful about funding events that caters to large amount of non-students.
Christine: They have already cut down costs as much as possible.
Catherine: If we cut the money they get from non-students, they will get that money back anyway, so we’re not asking them to cut down on the food.
James: How can money go to that event, if they wont recognize the profit of the ticket sales until after? $1000 can’t go to this event, will have to cut out 1000 in food. Later on they have another big event they can use that 1000 dollars, but they cant use it for Yalda Night. Also the fact that it is a traditional event needs to be taken into consideration. Has happened more that 4 years. You know that this is a legitimate event.
Nayana: Need to consider equity of amount. For amount of money they are asking, is this the best way it can be used?
Stephanie: I feel that people are anticipating this.
Harsh: I’m still uncomfortable with $1000 going into org.’s carryover. We have no guarantee that it will go towards the next big event for students.
Stephanie: Next time they come back for funding we can mention carry over.
Yasmin: Agree. This will sway our decision in the future. They’ve won best event of the year - well-established event.
Harsh: would be more inclined to fund it if it were 300 students.
Yasmin: no way to guarantee that it won’t be 300 students. Our policy says it must be half UMBC students. If we are upset with that policy we need to look into this.
Silva: is there a 300 person limit?
PSA: 300 guest limit. Unless some people leave.

PSA: The day of. 300 is the max, we make up 20 people. For anyone that leaves, more come in.
Stephanie: Think we should fund it because its one of their main events. Cultural event, important of UMBC. Even if we are paying for non-students, they will learn about UMBC.
Silva: Changed my mind and I now agree with Yasmin. I didn’t realize how much would be going on during event. There is a lot too it. Food will not make the event, but still good. If it doest work out we can learn from our mistakes
Emily: Learned our lesson from pie day. Compared to that, this is pretty legitimate.
Stefan: We are not sure how much money we will have next semester. I would rather fund the whole thing now so they make carryover, will have some money in spring that will help them fund later events.

ASC: Eliot Chang
Eliot Chang is a comedian - focuses on stereotypes. He will have a Q and A session to get students to think of the actually stereotypes. Open to all students. Want other students to know what these stereotypes actually mean. Event will take place on December 4 in UC ballroom 7pm. Can fit 350 students. Free, but there will be a small fee for off campus. If not funded we will charge students a small amount. Good turn out last year.

ASC: $5 without your funding.

ASC: $7 or $8 if not funded, otherwise $5

Emily: its just $5, if it’s free for all students and it was sold out last year I don’t know how they would to do ticketing. If people were committed to going, they would probably pay $5
ASC: Actually was free last year. That’s probably why it was sold out. Fees tend discourage people from coming.
Stefan: Even if they charged $5, total only comes to $1500, short $1000
Yasmin: Something we should think about: not a bad idea to partially fund it and ask students to pay something like $2. We are in financial crisis.
Harsh: This seems to be a traditional event, sold our every year.
Yasmin: How would you feel about partially funding?
Stefan: Is this going to become our policy for future events? We will have to set a guide for how much we are asking them to charge students.
Emily: Sooner and later we may have to ask them to do that.
Stephanie: a lot of people will not go just because of $2 fee.
David: This brings up a problem you have to solve: you are running out of money. Shouldn’t solve money issues via individual allocations. Don’t make policy based off this request, need to figure out how to handle shortage of funds.
Harsh: Shouldn’t discriminate after we gave so much money to PSA

Silva: Don’t see a big benefit for the whole campus.
GC: What we do besides singing is administering, that’s part of our mission statement. Message to students of UMBC. More than just singing and performing, need to prepare ourselves for this event. Prep session like a self-check. Will mostly be for gospel choir. Big part of what we do.

$55 for flyers, wanted them in color. Easer for black and white flyers. $14.

Habitat for Humanity: Collegiate Challenge Trip
Trip that takes place over Spring break. We have done this for sever years. 20 volunteers go to Florida to work with an affiliate. Go there on Sunday and during the week work on building houses for people who are currently living in substandard housing. 15 per person program fee and $100 per person site fee. We have to pay for the gas and transportation. Lodging is provided by affiliate. In the past we have requested money for the vans the gas and the site fee.
Questions:
Yasmin: how did you pick your location?
HFH: Went there last year, they have a 4 day work week. Lets people have a day off. Closest to we can get in Florida to here.
Stephanie: what exactly do you do on the trip?
HFH: Build houses for people in substandard recovery housing. A family applies for a house with a certain income bracket, don’t charge interest in mortgage.
Stephanie: How many people usually go?
HFH: 20
Silva: have these 20 people signed up
HFH: Right now have 10

HFH: There is a limit on number for this specific site.

HFH: Sending out emails to our list proc, start putting flyers in the resident’s halls and around campus.
Yasmin: every year you request site and program fee. Usually we don’t fun them. This is because we are a state organization and the fund would be considered charity. That was why we couldn’t fund it last year.
HFH: We can charge a bit more for the volunteers.
HFH: Vans and gasoline? Is there a problem with that?
Yasmin: It is fundable, currently we cannot fully fund off campus events. Is there a way you can do this somewhere closer?
HFH: Typically we’ve gone to Florida before. Are sites are usually south. I don’t now if there are any closer. Registration has already happened-we are stuck with this one.
Yasmin: Your gas quote, did you do mile percentage?
HFH: Yes, 20 miles per gallon for 1800 miles. Quotes for rentals were from enterprise.
Yasmin: how much are your student paying already?
HFH: initially $200. They are usually, providing lunches this time, may be reduced

HFH: I don’t know if that would change things considerably. I guess we would have to do that in order to cover any reduction. We might have to do more fundraising. It is possible.

HFH: Asked donations at intersections. In spring we have the shantytown under bio building. Also have bake sails.
Christine: You generate a lot of money via funding?
HFH: Trying to put it towards our house. Supposed to pay $25000, we have never paid that in the past. Giving $6000 this year for our house.
Catherine: Personally I don’t think if people are already paying $200 not too much of a deterrence to pay $50 more.
Harsh: What is better to cut?
HFH: The vans, we have gas cards.

SAEP: Dec 6, 7 to 10pm skylight room. Free, open to entire campus.

SAEP: Skylight room can only hold 140, but we are expecting more. About 200.
Harsh: over the whole night, or at once?
SAEP: Over the whole night.
Silva: What other activities will be at this event?
SAEP: Will be a DJ. Will have a dreidel comp. We asked local businesses for free pizza. Want a raffle. Mothers come and demonstrate how to make flat bread.
Silva: How are you advertising (besides facebook)?
SAEP: Common vision, banner, flyers 8x11. Yasmin told me about SGA free flyers, will do that too.
Emily: what would happen if we didn’t fully fund your event?
SAEP: It wouldn’t be at the scope that we want it to be at. Want it to be a huge event. Trying to attract more traditional Jewish community. If we can get food will help us a lot. Want healthy food.
Catherine what food are you getting?
SAEP: Doughnuts, applesauce, sour cream, etc.
Stephanie: are non-UMBC students allowed?
SAEP: Yes

SAEP: Want to make this free. Don’t want to charge.
Silva: How will you let students in? First come first serve?
SAEP: Didn’t want to have wristbands. Someone at the door with a counter.
Yasmin: could think about charging non-students and making carry over money or encourage more students to come out. Guarantee 140 students come instead of non-students.

Emily: a lot of money for number of people attending.
SAEP: Kosher food is very expensive. Shabbat diner is an example of this. Try to keep this in mind when voting.
Yasmin: I worked with JSU and Sigma Alpha Epsilon Pi, this is a third of the cost of the actual event. It is a little pricy, but will bring out a lot of people.
Silva: I agree with Yasmin. Seem to be putting a lot of work into it.
Stephanie: Can you charge non-UMBC students? Accumulate money and save in carryover for future
SAEP: If you give us the money, that’s fine. We can charge if you want.
Stephanie: Where not telling you to, just trying to give you option
Yasmin: Our concern is only UMBC students. Not fair that Student pays fee, but collage park friend can get into event for free.
SAEP: We will charge for off campus, will hopefully help student.
Silva: As long as they’re checking red cards and charging non-UMBC students event should be ok.
Yasmin: Does anyone have an issue about this event being on the same night as gospel choir after we gave them $2500?
Silva: Events will be for different crowds.
Yasmin: This is something to pay attention to – spending so much in one night.

Modeling Club: Magazine
Want to start a magazine. Have a mock up of what it would look like. This is a way to attract more students to our club. Our pres. wants photo shoots and consistent trope. This will help keep the costs down. Have not been able to do consistent photo shoots this semester. Have meetings every other Thurs. Had trainers/ photographers/ makeup artists come in. Will be free, hoping to print about 500 copies.

Yasmin: how will you decide who get the copies?
MC: We will distribute them. Just walking around and handing them out to people

MC: We have done involvement fest, posted flyers for each of the meetings we’ve had.

Want to have a lunch for members who have been coming to meetings. Instead of these people using a meal. Not like a regular meeting. Have provided drinks and cups, just need the pizza. Yasmin: We are not fully funding off campus events and food at just meetings. Could add up this money and have a bigger event. This finance board not funding food at just meetings. Trying to encourage use of carryover amongst orgs.

BSU: Definitely, more of relaxed setting that just regular meetings. We have discussions about issues relevant to African American community. Our meetings are catered towards the events that we have. I understand what you guys are saying.
Yasmin: a lot of orgs- for us to fund lunches for each is really draining. We can’t do it. It’s a situation where we can find an event beneficial but we just can’t afford it. Its unfortunate, I would be frustrated and I understand if you are.

Campus Involvement Card (presented by Jake and James)
Jake: At retreat discussed ways to get more students to campus events. Research ways to improve student live via campus rewards card. Worked it out so that students no longer have to sign up to anything they just have to go to the event. Swipe card. Receive point entitles them to reward bracket. Just use you red card. First prize will send to the students, something small. That is their key to get prizes throughout the year. Will accumulate points by going to events and will become eligible for bigger and bigger prizes. As you get up to higher levels you become eligible for raffles for bigger prizes. Want to set up a system where orgs can sign up to be part of this program.
Harsh: swipe machines at every event?
Jake: The swipe machines have been provided by campus card services. Also have remote machines, wireless for events all around campus. Campus card services have been looking for a way to prove attendance at events. Will know a definite number for event.
Stephanie: What about people who come to events just for points?
James: Points are less direct then getting an actual reward. You will be getting points that you can use to a reward.
Jake: They might decide to stay for event. Will at least attend for at least a certain amount of time.

For people who are good at it (advertising), is 20% of budget for a project.

IV. Special Guest- Mr. Bob Somers- Director of the Bookstore

A. Bob: First of all thank you for having us here, we would love to figure out a more regular way to meet in such a context, such that as things would happen we could progress on issues together. We are here because of the students and we want to do the best we can for the students. Tonight with us is Lisa Kakabasa our textbook manager, who was a student at UMBC and now works full-time with the store. As for now we are beginning to sell the athletic merchandise, thanks to Terry Cook who met with Charlie Brown and worked out a deal to do so. This benefits students on campus as it offers them opportunity for students to purchase athletics merchandise outside the RAC. It is going to be moved from its current location to where the computer department is, which in turn will be moved downstairs. The basketball teams success has become very successful and thus sports material on campus has become even more popular than it already is. Lisa and I are going to college park to the Textbook Affordability Summit where we will meet with a group of other USM universities, the chancellor’s office and MD senators to discuss the high cost of textbooks. Hence, this meeting will determine what legislation must be made or reviewed in order to allow for ISBN numbers to be released and hence allow for students to buy books online. Compared to online, the bookstore has the advantage as it offers exchanges and returns for the first 2 weeks and we have great service and you get the books on the spot. When it comes to teachers turning in their list of books that they teach from, it makes a difference what a teacher teaches and what textbooks they are going to use in determining how late it comes in. This factors into the price that a student gets for his book when he returns it to the bookstore because the teacher probably hasn’t turned in their list of books used for the following semester and hence the books are bought back at a lower price because it isn’t known if it is going to be used again at the University. Not only students are going to get less money for returning their books but the bookstore is making less as well. By motivating teachers to send in their orders early, students can sell back their books for the price they deserve. Students are able to motivate their professors to do so earlier better than the bookstore is able to. Hopefully with the digitalization of the process coming up the process will become a lot easier and faster allowing for that to happen, however full digitalization is not going to happen for a while for logistical reasons. Bookswap, however, is not connected to the bookstore. Something new is that enrollment is going to be online for the bookstore so that Lisa can figure out order changes with class enrollment numbers. The unique thing about the bookstore is that it retrieves the more obscure books that are difficult to find elsewhere which leads to the essentiality of the bookstore. The yum shoppe offers low prices with high quality. Also if a student goes to the yum shoppe and asks them to get more of a product then they will get more, a service that you will not find anywhere else. Compared to Barnes and Nobles who buy at less expensive prices and sell at high price, we don’t. Black and gold Friday is still happening,
B. Aditi: Is it a 10% discount?
1) Bob Somers: yes it is.
C. Bob Somers: We really believe that we are taking massive steps to ensure that we are not buying from companies that are using underage workers and things of that nature. This is not the way the bookstore operates. The bookstore cares about the students and wants to work to help them. Eventually, if books begin to be sold in a digital format then maybe there will be a change of space, but the bookstore will not be moving to the UC or anything of the such as utility costs prohibit them of doing such. We will be meeting with GSA as they are looking at getting a customized cap and gown for graduate students; they are trying to get it done by May. We are going to do a remote buy in the dorms at the harbor hall café. This was previously done at the dining hall with minimal success. It may also be tried at the outside of the library. Sales for the Fall were decent, however have been noticing a decrease in sales for the past five years or so.
D. Tasha: International edition books are not taken back correct?
1) Lisa: Yes they are illegal to be sold in the US, so we do not.
2) Bob: We make less than a nickel on a dollar on a textbook.
E. Jake: Will clubs be able to sell their merchandise in the bookstore?
1) Bob: I’m not sure yet, but we probably will at some point do that, yes. There is a market for it, so why not. As for underarmor is it worth investing in?
a) Jake: Yes it is
b) Aditi: It is very popular

F. Paula: I was wondering if the bookstore as any other security solution because it makes students uncomfortable?
1) Bob: Yes I agree, I dislike it, but however the budgeted shoplifting is 2%. But 2% of 2 million for instance is a lot of money
2) Lisa: There has been shoplifting rings of people at college campuses that got away with thousands of dollars of merchandise.
3) Bob: It is difficult to make a ruling on a student whether they are not shoplifting by looking into the camera. The slip on books that creates a beeping noise is an unreliable system and would not be effective enough. Security guards are unreliable as well.
4) Paula: I just don’t want guests to the university who are coming to the bookstore to feel distrusted every time they enter the bookstore. What about moving book sales downstairs as an option?
5) Bob: I understand but moving the book purchases downstairs would decrease from bookstore sales and cause an increase in prices overall. In the end there is a lot of issues and we are working on figuring out on how to resolve it. We are first here to serve the students, but we are also a business trying to even out at the end of the day. It is not easy with the system we have but we are working on it. I hate creating such an environment but we are trying. I am though currently looking into better security system options. So please at any time contact me anytime because I want to hear your opinions as if students see window of improvement there is no way for us to know unless they tell us.

V. New Business
A. SL12-0809- Establishment of the UMBC SGA Legislative Committee
1) Brian: this legislation if passed will establish the committee. I spoke with Towson’s legislative committee and it has been a huge success and hopefully ours will become a huge success in SGA.
2) Gabe: Friendly amendment to remove subject to confirmation by the SGA Senate at the end of the fourth paragraph to read “Let it be resolved that the UMBC SGA establish the SGA Legislative Committee, comprised of three UMBC SGA Senators, appointed by the Speaker of the Senate; and three UMBC SGA Executive Members and three First Year Ambassadors, appointed by the President of the SGA.”
3) Naina: Are we requiring the First Year Ambassadors to be on it?
a) Brian: This leaves the door open for them to join but does not force them to.
4) Aditi: I think we should change it to comprised of but not limited to.
a) Brian: It does not necessarily mean that no one can attend, but those mentioned that are on the committee are those held accountable.
5) Chidi: does everyone have a fair chance when it comes to selection.
a) Brian: yes, this year is to work out the kinks only
6) Steve: This is not the way it’s going into the bylaws, it can be changed then. This is just for this year.

B. JL04-0809- General Ledger Expenditure for the Retriever Rewards Program

1) Jake: Basically this is an SGA initiative set up around student orgs and events. This year we are looking at this program to get more people to attend events by creating a campus card reward program and a lot of people are excited about it. All you do is basically swipe the red card at events and you receive one point. The more events they attend, the more points they get and the more chances they have to win better prizes. We are going to start with the big events for now to test run it and hopefully soon we will be able to have it at many of the smaller events as well.
2) Jen: Is there a way to track your points?
a) Jake: Yes there is a website that tracks the amount of points you have and if you win a prize students will be notified by mail about it. Also at some time the points will reset.
3) Naina: So will each organization will get a card machine?
a) Jake: No, card services is going to subsidize the cost for the first year, they will provide the machines and allow for full digital security and hence allow only for one swipe per person and they will provide a spreadsheet to orgs with the info. This will not be institutionalized yet.
4) Matt: Does the cost outweigh the reward of this program?
a) Jake: Absolutely what we are putting in ($5000 from SGA) we are getting a lot out of it as the entire student body is eligible for the program.
b) Matt: Has this idea been done before?
5) Jake: There was a program that was done by orgs to track how many people came to the event; however there was no way to track how many people came or security in the data as it was all by hand.
6) Brian: You said this was for a year, is this going to be a continuous thing to budget?
a) Jake: As for now this is the cost of it, however with making prizes from the bookstore and food services, it may change. But yes I think SGA will have to give money again at some point.
b) Brian: Do you think that this is fiscally responsible?
c) David Indek: Yes because we still have a budget surplus and this cost outweighs its benefits.
d) Jake: Also Cardservices and OSL are both jumping thru hoops to get this job done and are excited about it. They are also providing monetary support for this initiative.
7) Aditi: Is there any documentation to verify how much they are going to give you? I would be more comforted to see how much they are going to give you.
a) Jake: No there is only word of mouth, but not funding this for that reason will only delay the project because if it is rejected here, it is going to take an extra week to wait before continuing talks with the other dept’s ad showing them there is full student support backing this initiative.
8) Tasha: Are smaller events going to be worth more points?
a) Jake: For now no, but as the software develops are we going to look into that.
9) Jen: How are you going to advertise to get the ball rolling in time?
a) Jake: We have all kinds of on the ground advertising in the dining hall, commons and all sorts of methods.
b) James M.: We are also doing the normal myUMBC and the free things as well. We are really trying to the word out there.
c) Jen: You should also advertise thru reslife as it reaches the students faster.
10) Amber: If the software gets more developed how would you absorb the cost?
a) Jake: We wouldn’t, that would be card services taking that on.
11) Paula: I feel there is a rift in campus culture such that SGA and SEB events are being highly advertised and this expenditure would only increase that if it is going to be at SEB and SGA events only for the first year.
a) James: The purpose of having it at the big events first is just to make sure it works and once it is tested we will give it to other campus events.
12) David Indek: There is no reason that we cant have it at smaller org events so as long as student orgs want them so as long as there is enough staff to support it then yes.
13) Matt: It seems that SGA is going to take on a big cost to the program, the more this becomes popular this will most likely cost more.
a) Jake: The more students come to event the more it will cost, yes. But if we reach the point where we have 2000 students are going to be at events then yes it is worth it.
14) David Hoffman: What commitments have other dept’s made to this program.
a) Jake: They will take care of the cost it takes to launch a successful program. OSL is subsidizing some of the marketing costs. This legislation is a marketing chip to offer other departments.
b) David H: So if athletics doesn’t participate monetarily then are you ready to say to them we will not count attendance at their event.
c) Jake: That is a decision the SGA will have to make that I will support.
d) David H: I think that if the student body were to back down and not vote for a fee increase, then in anticipation for that problem we must be ready to say no to expenditures that will be continuous.
e) Jake: This is an investment that is going to be clear with what department is putting in what amount of money. We will have all the statistics before we begin spending.
f) James: It is something that we do not expect have to spend on forever and it may transition to other departments at some point.
g) Jake: Investing in this project for one year is a waste of money, so it is something worth investing enough time and money in order to make it successful and worthwhile.
15) Rahilla: If this program becomes successful enough will it have its own overseers?
a) James: Yes there is no reason not to if it becomes popular enough.
16) Amber: have you looked at outside advertising?

a) David Indek: Yes we have but once the initiative becomes moving enough then we could do so, such as have advertisement from places like Sorrento’s and such.
17) Chidi: Sometimes when people hear about events having free things they go get the things and leave. What stops students from going to swipe and leaving?
a) David Indek: The main point of this program is to have students to go to events not to get points, so of course it will happen but if you are going only for the points then defeats the purpose of the program. So for instance if we would have swiping at the end of an event we wouldn’t want to have people waiting there just for that to occur so they can leave.
18) Naina: I think also that there should be some paper work showing support from athletics, osl and cardmember services before signing legislation.
19) Toby: Will the sga have to continue funding this?
a) James M.: If for instance the program is under 1000 dollars at some point we hope the SGA will help ensure its continuity.
b) Dave Indek: We have also looked into non-monetary prizes as well.
20) Yasmin: Is the committee who is going to decide what events the machine going to be on be sga members only?
a) Dave Indek: it is important to have senate voices to help decide something like this, yes.
21) Jen: I think that this is important as it is motivating students and it important that we put the money first as we are looking to dept’s for them to make the rest of the cost rather then they ask us for the rest of the cost.
22) Tasha: If the rest of the dept’s decide to not put money in will you come for money?
a) Indek: No, if only sga is willing to invest then we wont use the money.
23) Rahilla: I am seeing the only problem is that we don’t have a documented amount of what the other dept’s what they have. If we change the legislation to contingent on the other dept’s participation maybe it would be better.
24) Jen: I think that isn’t necessary as it is a fact that if the other dept’s are not on board the money will not be spent, also this allows no matter when the other dept’s agree then it can be spent and we wont postpone the process if the other dept’s decide in winter for instance.
25) Amber: We decide that this project is going to be a priority, so maybe we should focus on how we can decrease some of the costs, and if we aren’t going to pass it maybe we should focus on what we need to change before we pass it.
26) Steve: I think that this is a great idea, but if you are not going to decide on the legislation, it is better to table it rather than fail it as so it doesn’t set a precedent for GL expenditures. If this allows for increased attendance events then it is worth it. We are spending money on advertising that if we believe is not well spent then maybe we should refocus that expenditure on things like this for instance, the key is getting students to events.

27) Yasmin: we should go through this by line item and we can see what is financially ok, as we should be focusing our money on programs rather than events. I think that the t-shirts should be removed from the legislation.
28) Paula: I think the idea behind this program is going to be great, doing something like giving free tickets to umbc events or things that they need or use all the time and hence putting money back into the system instead of material prizes.
29) Jen: I agree but I also think it should be a mixture of both so that it appeals to broader audience. I also agree that T-shirts might not e the best option but if we remove it but I also think that they should be replaced with an alternative that is more effective.
30) Amber: so if we approve the legislation, they will not spending the money immediately
a) David: If senate specifies that they don’t want t-shirt’s, we won’t use it.

C. Naina: New RSA rep Michael. He will also be bringing in a freshman student to help them learn about the SGA and prove to be an RSA rep in the future. Town hall meetings Dec 2nd in harbor multipurpose room 8-10p where there will be Q and A and an unveiling about where the new building will be built and such.
D. Whitney: Wed. is the dining services committee meeting so if you have anything you would like to include let me know.
E. Toby: First year council met- we came up with our structure and we are looking for ideas to work on.
