House of Organizations Meeting, 4/26/2007

Ross: personally I am not okay with this. Their first election is in the first class and is not advertised.
Nayana: you have to be in the first class to be in the election. Do you have to be in the class to be elected?
Ross: I don’t know. Even if they did, people don’t show up, they don’t put anything out to tell anyone to show up
Mike: are people in the class getting credit?
Ross: yes.
Lamya: this has not come up earlier?
Ross: personally I am not for funding them
Mike: why is the class not able to get funding from the department?
Nayana: the budget cuts.
Liz: it the model UN is a class?
Ross: model UN is a class. But there was an organization, where mock trial just became a class.

Ross: basically we meet with SAE this week and I will email them on what they need to do.
Mike: the restriction of reserving space is not meant to be long term

General Discussions
Mike: there will be a forum at the retriever
Nayana: SGA members should not get to heavily involved. Carrie requested people on the committee that will talk to the retriever editor, should not go. And you should not joke about cutting the retrievers funding.
Ross: personally as a represent of organization, I believe it is my duty to go.
Mike: given the method this particular discussion came about, so be careful.
David: the people who has grievance, have the right to have grievance but changing the retriever will not going to help.
Liz: the best way, to think about this
Nayana: it is not an issue about good and bad thing it is about the wrong things.
David: I see the people in the retriever writing just to make themselves that
Nayana: what is the way to solve they understaffed and freedom of speech.

Nayana: in regards to welcome week, Steve proposed to give laptop to admission during the summer so they can do student registration in the skylight lounge. I would not like our new students to do this in the basement.

• GPS units – Originally $100,000 now $45,000
• Will be at all bus stops.
• Programs designed by students.

• Can be linked from myUMBC, umbc.edu, etc. Access is everywhere.
• Students have complained that sometimes buses don’t run on time.
• Centralized announcements capability too. Can also advertise for major student events.
• Year to year maintenance done by Transportation Department (the only money SGA will have to put down)
• LCD screen will be safe
• Jay asked if corporation would allow us to be able to notify students through text messaging, etc.
• Umbc getting program so that colltown can get so that Maryland as a whole can get – first step in long process. When it’s unified will become a lot better.
• 20,000 a year for transit department to keep system running. Transit has a 5 year contract, so money will be there.
• Initial proposal was 40k and then 15 a year. Went up to 43 initial then 20 a year. Joe wanted us to cover initial cost of installation and half of first year (53k). SGA couldn’t do that, especially when there are other sources of funding. 45k will guarantee it happens – higher initial and yearly cost.
• Once it gets going, no way admin will let die.

Stanley Pierce here today, house rep.: some times buses come 10 minutes early, sometimes 10 minutes late… no one knows where it is. Lots of people don’t trust the bus system.

Should we be coming to the rescue of the transportation department because they don’t have enough money for it? Will students suffer because of this program? Is the SGA ready to spend $45,000 this quickly?

Alex: everything can fall under a different organization – it is our job to push for something that we think could help students, whether it means we put some of our money towards it or not. Resurrect some attention to the UMBC Transit system. Could become a good resource rather than just a resource that’s there.

Thaddeus: biggest use – freshman getting cars from satellite.

Although the formal dance was great, it only affected at most 500 people. This could affect a lot more people.
About $3.50 being spent on everyone on campus.

Phil: should probably wait a week – write down a reason why shouldn’t fund. When we have a good list, make a counter argument to all those.

Rep: basically it is have a food distribution of vegetarian food distribution. Next semester. The main thing we are trying to achieve is that good food can be obtained with out the harm of animals. We also want to have guest speakers, the cost of the speakers is the travel cost.

David: first of all the changes in the student life committee, like the five member rule and enforcing it. So I took a shot at rewriting the SGA policy shared it with other and just to see the mistakes and I want to send that out to you. So you can approve it.

IT steering committee: awful software system we’re moving towards. Proposal for renovation of classrooms sits in Art Johnson’s office. Trying to find funding for that. Computer replacement initiative – to use Vista. Thaddeus brought up GPS thing – concern for near future, campus battling for satellite phones. Thaddeus is going to get one of these this summer, apparently.

Town hall failure because of lack of advertising. Good idea, and maybe next year’s senate can work on for next year.

Commons advisory meeting – noise in student orgs, especially clubs and orgs (dance teams, etc kicking people out). Trying to address concern because space isn’t reservable.
Space intended for student orgs meeting in that space. Obviously lots of students use it who aren’t, but they aren’t preventing students who are in student orgs from using that space.

GPS legislation JL21-0607
GPS could be up and functioning this fall if it is passed today.
They provide website with interpretation of data – any student could go to website which would show where buses are on map that updates constantly. Along with that picture, they give us back end information so if students wanted to create notification system or whatever, we have access to do that. Educational opportunity for programmers / IS people
Displays by entrances of Commons not being used next fall – but will be getting LCD in commuter lounge; going to do flyers at bus stops, Commons and maybe get a banner just to let people know of the program. Commons front desk will link it on all of it’s laptops. Newspaper ad, newspaper article ,OCSS, transit site.
New students will be notified by Steve (OPA).
Signs where you get your parking permit maybe.
Maybe in the packet of information that new students get.
Word of mouth and actually having people use it.

New Business
JL22-0607 Changes to the SGA Student Org Policy
SOP response to student orgs doing things we didn’t want them to and the SGA not being able to do anything about it. It outlines improper behavior of student behavior and ways to punish.
Debt, judicial action, minimum number of members, etc..
Lots of changes have to do with the reorganization of the SGA.
Specific section for Greek organizations.
Not really as rough as “you don’t have 5 members, you’re not a group anymore.” More like, “you don’t have 5 members? We’re concerned.”

Moratorium on Greek life was in place because there was only a part time Greek advisor. Also, policy for dealing with expansion was written recently too.
As of now, time for derecognizing is… forever.
This policy just says that if group isn’t turning in form with 5 members every year, SGA has power to look into the matter deeper.
5 = 4 officers and 1 member
5 member rule isn’t an issue right now, because it’s already been voted on and is in place. What people aren’t seeing here is that the House won’t exist as it does now and this will be a policy to deal with that change; rules aren’t really changing.
This isn’t a weapon against student organization. When that happens, there’s always a dialogue between group and SGA/OSL. Can’t see 4 members immediately meaning the group can’t be a group anymore. Will mean that SGA will try to work with student org to try to get student org more members.

Adrienne concerned with 5 member rule – doesn’t seem to take into account the process that every organization uses to get new members.
Greeks are almost literally exempted from this rule. Issues go through Greek Life advisor specifically.
If you’re a non-Greek organization, must have 4 officers and a member; not recent, has been that way for years. Not something to just get rid of people. Without this document, new members wouldn’t have any power since this document names those new people as power holders. Meanwhile House would, but since the House doesn’t exist… yeah, there’s a problem there.
Final decisions are made by OSL staff anyways.

Umbc lacrosse beat college park, in quarters now.

Final words
You should jump into huge projects that are going to take a long time but will have big impacts. Formal dance a great time.

Apparently Tabassum stole the Stress Free Zone.

Study groups dominated Gabe’s year. Successful! Went from 1 member last semester to over 100 members this year. Hoping to expand program next year if back.

JAY –
Met with Dr. Hrabrowski and have things lined up to order for next year.

PHIL –
Almost finished, getting ready to train new person.

TABASSUM –
Kind of committed to Welcome week…

Announcements
Quiz bowl – went down played. Lost 4 games by a question. Finished 11th overall, 11th nationwide. Had a good time.

Magic the Gathering… Gathering, 12-3 gameroom Wednesday.
